Steidl Collectors Series Gerard Malanga made his reputation as a co-founder of Andy Warhol's factory. His career as a photographer began there between 1964 and 1966, when he and Warhol made screen tests of 300 people. The new afterword by author Herbert Kaufman describes how his landmark study came into being and offers a candid assessment of how his theories about the agency's operations and its future have held up over time. In 1960, the Forest Service had a well-deserved reputation for excellence, and The Forest Ranger was a seminal analysis of the hows and whys of its success. Kaufman also warned, however, that an organization so unified and well adapted to its environment would have difficulties navigating social change. He was right in his concerns: the environmental, civil rights, and women's movements have all presented challenges to the character and purpose of the Forest Service, ultimately changing the organization in subtle and not-so-subtle ways. Now, as then, The Forest Ranger is a striking and prescient case study of how a complex organization operates and evolves over time.

A Case Study in the Golden Age of PA.......2002-12-16
The readers who are familiar with Herbert Simon should remember his masterpiece "Administrative Behavior" in which the author at "theoretical level" demonstrated what takes for the leaders of administrative agencies to direct, manage, and run largely staffed and complex organizations. Simon (1947/1997) spent his intellectual energy for an inquiry into the decision-making process, and knitted his theory around it by developing an impressive understanding that helped the readers to sense that "integrated policy action" depends on the degree that the leaders can control the "environment" of decision-making so that every individual employee in the organization adjusts his/her decisions to common objectives fashioned by policy makers. Organization design, implicitly, stood out as prerequisite for integrated policy action, with "organization design" serving to bring decision premises and necessary data to the attention and use of decision-makers. Herbert Kaufman (1960/1967), in The Forest Ranger, demonstrates vividly how once a "theory" becomes a reality in the case of the United States Forest Service.
I would not want to summarize the case study with the fear that I am likely to discolor a vivid masterpiece. Suffice to say that at present times in which orthodox public administration theory is being transformed by a new body of knowledge and skills, this case study should present (sometimes poignantly) the assumptions, ideals, weaknesses and strengths of orthodox public administration in its "golden age" that has reached a final stage in our contemporary times.
This classic book is organized into seven major chapters. The first chapter gives a summary of research design, data collection and analysis procedures, and the plan of the book. The second chapter makes the reader familiar with the size and complexity of the Forest Service with accompanying challenges to integrated policy action. The third chapter elucidates the challenges to unity that emanate from internal communication problems, the potential for field officers to be captured by local populations, personal preferences of field officers, and the like. In the fourth chapter, Kaufman (1960/1967) gives detail to the procedural devices used by the service leaders in order to "preform" decisions of individual employees (controlling the environment of decision). The fifth chapter shows how the Forest Service executives detect and discourage deviation from official policies. The sixth chapter explains the means by which the Forest Service leaders develop will and capacity in their employees to conform with the policy expectations. The seventh chapter is a conclusion with final remarks on the success level of policies in the Forest Service and ethical-moral implications.
If you are not comfortable with abstract theoretical constructs and need more concrete examples, skip The Functions of the Executive by Chester Barnard (1938/1968), Administrative Behavior by Herbert Simon (1947/1997), Organizations in Action by James Thompson (1967) or Leadership in Administration by Philip Selznick (1957/1984), and read Herbert Kaufman. Once you read The Forest Ranger can you return to these masterpieces and I believe you are more likely then to digest their theories and understandings.
If you are not very interested in public administration theory, The Forest Ranger is worth reading even due to its excellence as a case study that would help the readers in designing their own case studies for research purposes.
Overall, I highly recommend this classic to the readers.

Nature and gender dynamics are often at cross-purposes, and it seems to be the fate of feminists in the last years of the 20th century to find themselves forever hostage in the uneasy negotiations between the two. University of New Hampshire sociologist Linda Blum's highly informative study of the cultural complexities behind the simple act of breast-feeding is yet another example of the many ways in which a contemporary woman's right to choose often finds itself in conflict with physiology's dictates.In her previous book, Between Feminism and Labor, Blum explored the intersection between the feminist movement and the rise of unions through a series of case studies. She uses that technique to good effect here as well, interviewing white, middle-class La Leche League enthusiasts; blue-collar white women; and black, working-class mothers about their attitudes towards breast-feeding. The health benefits of breast milk for infants are almost universally acknowledged--but how realistic is it for all working women to nurse? What about those mothers who have a hard time making the transition between viewing their breasts as erogenous zones and seeing them as baby's buffet? There is even controversy about what exactly constitutes breast-feeding: are sucklings weaned at six weeks or infants fed breast-pumped milk through a bottle truly "breast" babies? In our irnoic, "post-feminist" age, few things inspire passion. Breastfeeding is one of them. For advocates, breastfeeding is empowering, the only way to supply babies proper nutrition, and the "bond" that cements the mother/child relationship. It is also deemed "natural" in a world of genetically modified product and mal-dominated corporate health-care. But is it a realistic option for all women? A few nuggets in an otherwise sorry treatment of the subject.......2001-12-07
There were, however, so many problems with this book that it really overshadowed what the author did well. An interesting contrast is shown between the African American mothers and Caucasian American mothers that she interviewed for this book. One group feeling guilty about not breastfeeding and using public assistance, the other group apparently feeling no guilt about not breastfeeding and expressing a sense of entitlement to public assistance programs. Rather than expounding upon this fascinating subject of differing emotional perspectives on breastfeeding, the author serves up her thinly veiled personal political views. Worse, she openly expresses disrespect for one of the mothers that she interviewed, denoting in the book how she "kept the upper hand" in the interview. While one could argue that an interviewer "needs" to stay in control of the interview, there is absolutely no reason to show such public rudeness to someone who freely gave of their time to help the author with her research.
The author makes a conversation about the medical community pushing mothers into guilt about not breastfeeding, based upon ONE interveiw. Without even going into the lack of coverage of varying medical attitudes about breastfeeding in different regions of the United States, it has to be stated that making any such statement based upon just one statement is not only poor judgement, but simply ridiculous. Again the author takes a large issue and over-simplifies it for the convenience of her book.
Ms. Blum's contradictory treatment of the importance of breastfeeding is infuriating. With one hand she states her belief in the benefits of breastfeeding, with the other she marginalizes its importance, as if the decision were no more important than whether to wear blue jeans of khakis.
If you want a very slim beginning to this subject go ahead and read the book. Please, though, borrow it rather than buy it and reward the author for such a poor job.

The War Horse as "Scalawag": debunking Lost Cause mythology.......2003-09-08
As a military biography, this work offers a fairly comprehensive and balanced treatment of Longstreet's career that effectively demolishes some of the more unfair criticisms of Longstreet as a commander, and in particular takes apart the myth (that emerged in post-war controversy) that Jackson, not Longstreet, had been the senior commander in whom Lee had placed his most reliance and trust (although for a more critical, but still balanced and highly useful analysis of Longstreet's military record, see Jeffrey Wert's biography of Longstreet).
Reading Piston's book will demonstrate why Lee described Longstreet as "my Old War Horse," and why Longstreet was widely regarded on both sides as one of the very finest -- if not THE finest -- corps commanders of the war. Piston also does a nice job of disentangling the post-war Gettysburg controversy, which emerged out of polemics over Reconstruction politics and the bickering among former Confederate generals anxious to rescue their own reputations while putting Robert E. Lee above any criticism.
Lee, of course, was a great commander, but he never pretended to be perfect, and Longstreet, in daring to criticize certain aspects of Lee's tactical operations, became a threat to a post-war mythology, the cult of Lee, that became so important in building a post-war, Solid Democratic South and white supremacist post-Confederate Southern identity. As Piston demonstrates, the post-war Lost Cause mythology, in deifying the defeated Lee, required a scapegoat, a "Judas", upon whom the blame for defeat and humiliation could be heaped. As both Jackson and Stuart had been killed during the war, and as most western Confederate commanders lacked the prominence to serve this function, Longstreet emerged for unreconstructed Confederates as the bete noir of Southern military history, both for his post-war Republican politics and his criticisms of Lee, his actual war record and relationship with Lee notwithstanding.
And in this post-war Lost Cause narrative, Gettysburg became the critical key or turning point upon which all else hinged, as though the outcome of a thousand campaigns mobilizing millions of men, fought over five years across a vast continent, could be reduced to one afternoon on one bloody field in Pennsylvania, or as though (even if that had been true) Longstreet alone could be blamed for Lee's failure at Gettysburg. It is the politics of Reconstruction and Longstreet's place in that political struggle, that largely shaped what became the dominant Southern narrative about the battle of Gettysburg, and the meaning of that defeat in the larger destruction and humiliation of the Confederacy. Piston's treatment of this issue, and his discussion of the evolution of Lost Cause historiography, is brilliant, and deserves attention not only from those interested in the Civil War and Reconstruction, but from those interested in the relationship between politics, historical memory, the historical record, and the writing of history.
