During the past decade the issue of a general welfare double dividend (an improvement in environmental quality combined with a positive welfare effect) triggered by a tax shift from labor to energy resources has been extensively debated. In this book, Kurt Kratena studies the employment effects of revenue neutral tax shifts from labor to energy, and measures the impact on theoretical and empirical models of the European labor market.A common theoretical framework is devised to analyze the impact of environmental tax reform. Various `labor market regimes' (competitive labor markets, union wage bargaining and efficiency wages) are derived and taken as the starting point for different specifications of the labor market. The theoretical outcomes of tax shifts in these different labor market regimes are then analyzed and compared. The results reveal that whereas an econometric-based multi-sectoral model yields significant double dividend effects, a general equilibrium model only finds employment double dividend effects. The book also highlights the potentially positive economic consequences of environmental tax reform such as a shift in demand from energy to non-energy goods.
This book provides a concise appraisal of the general double dividend question combined with an innovative analysis of the employment double dividend effect. a) A historical study of Artificial Intelligence, with USABLE examples of code, or
b) A book presenting techniques for programming in Common Lisp.
As a reference about Common Lisp, it is certainly lacking, but this is no great problem when both the Common Lisp HyperSpec and Steele's book are readily available in electronic form. It provides something more important: SIGNIFICANT examples, and significant discussions on WHY you would use various Lisp idioms, and, fairly often, discussions on HOW pieces of Common Lisp are likely to be implemented. Its discussion of an implementation of the LOOP macro, for instance, provides a very different point of view than the "references" to LOOP. (Contrast too with Graham's books, which largely deprecate the use of LOOP.)
From an AI perspective, it is also very good, providing WORKING SAMPLES for a whole lot of the historically significant AI problems, including Search, PLANNER, symbolic computation, and the likes.
It would be interesting to see parallel works from the following sorts of perspectives:
- The same sorts of AI problems solved using functional languages (e.g. - ML, Haskell), to allow contrasting the use of those more modern languages. Being more "purely functional" has merits; such languages commonly lack macros, which is something of a disadvantage.
- The use of CL to grapple with some other sorts of applications, notably random access to data [e.g. - databases] and rendition of output in HTML/SGML/XML [e.g. - web server].
Not advanced, but good and vast.......2001-04-18
The programming itself is rather basic, and very straightforward. In many places an advanced programmer would have avoided a global variable, unified code through the use of higher-order functions, had functions communicate through a shared local environment, created a lazy list, you name it.
The author avoids most of these more advanced approaches in order to present the ideas behind the approaches without being sidetracked into programming technique issues, and that is the correct choice for this book. Even as it is, there is already the duplicity of teaching Common Lisp and teaching AI programming.
That being said, the code in general is not bad at all, even though I wouldn't want my students to learn CL programming from it. The author has simply bent down to the level of, a good C programmer, and worked from there. His main intention being to teach AI programming approaches, he has spent much less time to raise the programming level of his audience.
Knowing the author's level of Lisp programming, I can't wait to see a book by his hand on how to use abstraction as an organising principle in programming.

To begin: 1804 was a very lousy year. It was decided by the politicians to export criminals and miscreants way far away outside (then) city limits. The first thing they did was set up buildings. The idea was to break even financially with inmate labor producing goods for sale. Oh, yeah, reform - that, too.
"Colored" prisoners were sold south if they came back a second time. There was no parole and there was no good time. One thing this book is invaluable for is the development of the classification system. (At the beginning, it was criminal, juvenile and insane.) Another is the never-ending debate as to dormitory and single- and double-cell housing. Another is the frenzy to build additional structures until space and budget ran out or was disapproved.
The author relied most exclusively on the transcripts of investigations so some of the day-to-day torture, forced labor, mutilations, whipping with cat-o-nine tails, and bed bugs so severe as to bloody mattresses sometimes shared by five.
The author reveals that three years after a particularly corrupt and sadistic warden (Weyland), a Bureau of Prisons was formed in 1916. This was the precursor of the Division of Correction which eventually grew to comprehend the cabinet-level Department of Public Safety and Correctional Services. Thereafter, the book loses strength because what was going on were building programs elsewhere in the state, such as Hagerstown (e.g., the "old jail" - MCIH). At this point, the author is relying on newspaper clippings and interviews with people including "old-guard" people that really didn't know about the really olden days. There are some famous escapes, comments on integration over the years, expansion to the "Supermax" across the street, etc., but the changing role of the warden is not made clear.
For personal reasons, I am not going to say any much more at this time.
