          5 out of 5 stars Highly Recommended!.......2004-06-07

Timely and dense, this comprehensive treatment of risk assessment and management maps the minefield of business and financial risks. Although professional-level information on banking and financial risk management cannot avoid a certain intensely mathematical character, this volume also pays careful attention to the "softer" side, and stresses the importance of cultural and attitudinal factors. It is a very well-balanced presentation of the subject. However, this very valuable information is written in a turgid, repetitive, convoluted and confusing style that makes it a chore to read. This risk could have been managed by a ruthless editor able to cut half of the undergrowth to clear a path to the meaning. Are advice to bankers and risk managers: brew some strong coffee and slog through the text. The content is too important to ignore.

          1 out of 5 stars Useless.......2003-09-09

I found this book to be very theoretical and not practical at all. Save your money!

2 out of 5 stars Too much and not enough!.......2003-08-06

This book is good for those who already know what OpRisk is all about, or at least are familiar with banking terms and financial measurement systems. If you are new to the game, you are likely to become very frustrated.

Mr Hoffman throws a multitude of operational risk "building blocks" on the floor in the opening chapter, tells us that we will use them to build a "house", picks them up one-by-one and explains them - sometimes well, sometimes poorly. If you already have the big picture, i.e. you know what the finished "house" is supposed to look like, you will be able to follow - most of the time (see below). If you know little or nothing about OpRisk, I am fully convinced that the book would be easier to understand backwards - i.e. the chapters are read in reverse order (no joke).

There are also several points in the book which had me scratching my head at the consistency of it all! To pick just one example, on page 186 there is a list of what Mr Hoffman calls "Top Down" and "Bottom Up" risk assessment methodologies. In this list, "Delphi Scenarios" is listed as one of the TOP DOWN methods. Two pages later, under the heading "BOTTOM-UP RISK ASSESSMENT METHODS", Delphi Scenarios are discussed/mentioned!!! What is it really - a Top Down or Bottom Up method??

There are several other examples throughout the book likely to cause more than a little confusion to the attentive beginner.

          4 out of 5 stars Informative Read.......2002-03-12

Douglas Hoffman's extensive experience in the field of operational risk shines through in this book as he takes operational risk out of the classroom and applies it to real world examples. This is an insightful read for any operational risk professional.

          5 out of 5 stars Good Introduction.......2002-03-10

I am new to the field of operational risk and this book provided a good introduction. It is readable and practical. I especially found the discussion of Banker's Trust's operational risk department and methodology fascinating. This book is actually readable unlike so many others in the field.

          Book Description

In a time of increasing privatization of public services, can we ensure that profit doesn't outweigh the public good?

Nowadays for-profit companies manage everything from education to criminal justice. It's a fact of life that private commercial interests are here to stay. In school, students watch Channel One, a broadcast of news features and commercials geared to a young audience, and are served fast food from Taco Bell and Pizza Hut in their cafeterias. Privately managed prisons balance profits against the costs of rehabilitating and educating inmates. For-profit hospitals treat patients but also seek to maximize returns for their shareholders. What happens when public and private interests come into conflict?

As always, renowned legal scholar Martha Minow ("a human dynamo," says Stanford Law School Dean Kathleen Sullivan) sheds light on this complicated picture. She argues that these new arrangements aren't necessarily bad—market forces can be used to improve public services—but the partnership must be structured correctly. Certain public values must be preserved, including antidiscrimination and respect for individual autonomy and choice.

5 out of 5 stars Accessible, Informative,Timely and Worth Reading.......2003-03-05

I enjoyed reading this book because it is both accessible and sophisticated. In a discourse too often characterized by polemics and sound-bites, Minow offers a thoughtful view of the trend toward privatization. Reading her book helped me see how complex these issues are, and gave me new insight into arguments I might otherwise have dismissed. I found it a rare treat.

1 out of 5 stars Save Your Money.......2002-12-29

Save your money. Not only does this book not offer any possible solutions, it doesn't even provide a comprehensive analysis of the problem. It is heavily documented with endnotes (which is good) but the multitude of studies, op-ed pieces and surveys are never really brought into the text and explained. Instead, the book reads as if Ms. Minow summarized each source into a single sentence and then haphazardly strung the sentences together.
The reader is bombarded with constant repetition. Given the subject matter, repetition might not be a bad thing, but here it seems to result more from disorganization than an attempt to clarify important points. Indeed, the reader is left with the impression that the constant citations are meant to make up for the fact that the book reads as if it were dashed off in a series of odd moments stolen from more important duties.
Ms. Minow may be granted some latitude because she is a lawyer and brevity adorned with citation is bread and butter to the bar, but she is not writing for lawyers here and I would suspect that even lawyers would find her polemics redundant and unenlightening. I was eager to read this book, hoping to gain greater insight into the issue of privatization. I was sorely disappointed.

5 out of 5 stars A Terrific Map of Our Changing Democracy and What it Means.......2002-10-21

Martha Minow's book is a tremendously valuable, engaging guide to thinking about the respective roles of the public and private sector in promoting our common good. With great insight and fair-mindedness, Minow identifies the promises and problems of the shifting roles of the public and private sector in many areas of our lives; schooling, welfare, legal services and health services. I think how we allocate public and private responsibility will have a huge impact on the future of our democracy. There are, as Minow points out, advantages in creating more private responsibility in education, for example. But these pros need to be weighed very carefully against the disturbing prospect of abandoning our commitment to public, integrated schools. As she has in her other books, Minow brings great wisdom to this vital topic.

Minow ably blends law, policy, and issues of essential fairness in this thoughtful book about some of the most complex issues families and communities are facing. With infinite respect for all sides, she ably cuts through myths and fears to present a thoughtful template for getting the best from both public and private sources. Elegantly reasoned and beautifully written, this book speaks to the mind and the heart and makes an important contribution to a debate that has been too often characterized by more heat than light.

5 out of 5 stars The EU Made Accessible.......2004-10-19

The authors have done a first-rate job creating a resource that will be welcomed by students of the EU, both novices and more experienced hands, as well as people whose work regularly involves them in EU matters. All academic libraries should have a copy. I think that many instructors will want to assign it as a supplemental text. (It could stand alone as a core text in some basic courses on the EU.) I'm certain students in my EU courses would have welcomed it. The chapters are well organized, succinct and remarkably clear despite the complexity of their subjects. They have a good feel for issues and controversies. I especially liked the "who wins, who loses" discussions as a way of highlighting the politics of the EU. Perhaps the best feature of all for researchers is the extensive list of web resources; the authors have done a better job with this than any other EU book I know.

                                  Book Description

"There is no other existing collection that has the range, scope, content, and philosophical orientation of this one. It is absolutely original and will usher in a developed debate about Caribbean women's contribution to social and political thought." —Carole Boyce Davies, Florida International University

"Veronica Gregg's Caribbean Women should settle decisively any lingering doubts about Caribbean women's agency, contribution to indigenous knowledge production, and intellectual thought. It is also a wonderful project of ancestral recognition." —Verene A. Shepherd, University of the West Indies, Mona, Jamaica

In this work, the first of a two-volume anthology of non-fiction writings by Caribbean women, Veronica Marie Gregg has collected works written from the end of the nineteenth century to 1980. Her selections are guided by a search for answers to such questions as: What have West Indian women contributed to the creation of Anglophone Caribbean society, politics, cultures, and intellectual traditions? How is Caribbean womanhood defined and articulated? Beginning with the writings of women born after slavery ended, this anthology expands our understanding of Caribbean women's contributions to the creation and development of Caribbean intellectual and social history.

The two sections of this anthology cover, respectively, the post-emancipation and decolonization struggles and the postwar period marked by a movement toward nation building, constitutional independence, and cultural nationalism. The volume begins with some of the earliest known writings by native-born West Indian women on political and social issues and ends at the period immediately preceding sustained academic feminist scholarship on the region. Writings in the first section are drawn primarily from newspapers, pamphlets, and occasional publications. They address key issues such as female suffrage, political equality, colonialism, race, work, culture, and social welfare. The second section includes writings by the first and second generations of professional academic women at the University of the West Indies, established in 1948. Their selections challenge many of the prevailing intellectual models that are used to define Caribbean societies and identities.

                                    Book Description

Often a commitment to large ecosystem initiatives is linked both conceptually and legally with requirements for ecological monitoring as a means of evaluating the effectiveness of management actions. Programs to determine ecosystem status and trends can contribute significantly to the resolution of difficult and contentious management questions, and can play a key role both in sharpening the focus of research questions and in developing adaptive approaches to resource management.

Monitoring Ecosystems brings together leading scientists and researchers to offer a groundbreaking synthesis of lessons learned about ecological monitoring in major ecoregional initiatives around the United States. Contributors?Donald L. DeAngelis, Lance H. Gunderson, Barry R. Noon, John C. Ogden, Craig J. Palmer, Keith M. Reynolds, Paul L. Ringold, John R. Sauer, Lawrence E. Stevens, and many others?present insights and experiences gained from their work in designing, developing, and implementing comprehensive ecosystem monitoring programs in the Pacific Northwest, the lower Colorado River Basin, and the Florida Everglades. The book:

Chapters by the editors synthesize and expand on points made throughout the volume and present recommendations for establishing frameworks for monitoring across scales, from local to international.

Monitoring Ecosystems presents a critical examination of the lessons learned from direct experience along with generalized conclusions that can be applied to monitoring programs in the United States and around the world. It is a vital contribution to science-based monitoring efforts that will allow those responsible for developing and implementing ecoregional initiatives to make use of knowledge gained in previous efforts, enabling them to focus their energies on system-specific questions and problems.
