          I bought this book for my girlfriend because she was recently outplaced by a company buyout. I wanted to know more about what she does so that I could help her find a job with my network.             The long quest for harmonisation of direct taxation among European Community Member States seems as far from its goal as it ever was. Indeed, many leading tax scholars have given it up. Yet it is clear that European tax law is undergoing some kind of integration. In The Impact of Community Law on Tax Treaties Dr. Pistone discusses such matters as: + how Member States must comply with EC law as they apply their tax treaties; + how EC law regulates cross-border tax issues within the Community; and + how EC law affects tax treaties between EU Member States and third countries. The analysis is undertaken in the context of the work of European tax scholars writing in most EU languages, thus bringing numerous important theories and proposals into the spotlight for the first time. The author provides expert commentary on 27 leading tax cases from the European Court of Justice, from Avoir fiscal (1986) to Hoechst & Metallgesellschaft (2001). He clearly delineates the legal framework built by these cases, and the repercussions on national, Community, and international tax law and practice. However, the major contribution of this book, above and beyond its full-scale analysis of a crucial European legal regime as currently constituted, is the author's proposed EC Model Tax Convention, presented in Chapter Five. This Model combines existing provisions of international tax law, as embodied in the OECD Model, with the principles of Community tax law as enunciated by the European Court of Justice, and at the same time converts the body of recent scholarship into viable action programs. The EU Commission itself has just come to support this solution to the conflict between tax treaties and EC law by stating - on 23 October 2001 in its document COM (2001) 582 final (pages 14 and 15) - that "the most promising way...is to agree an EU version of the OECD model convention and commentary (or of certain articles) which meet the specific requirements of EU membership" and that it shall "come forward in 2004 with a communication on the need to adapt certain provisions of double taxation conventions based on the OECD model to comply with Treaty principles. This will constitute a first step towards the possible elaboration of an EU model tax treaty". Chapter V already provides for a full draft of such model, thus placing the book among the most important and original works on European tax integration to appear in a long time. No tax official, practitioner, or scholar - even beyond Europe, as the Model is clearly applicable to other regions of the world - should be without it.

                                  This book argues for the place of capacities within an grounds of meaning, not method. Yet it is questions of method that should concern the modern empiricist: can capacities be measured? Cartwright argues that they are measured if anything is. Stanford University's Gravity-Probe-B will measure capacities in a cryogenic dewar deep in space. More mundanely, we use probabilities to measure capacities, and the assumptions required to ensure that probabilities are a reliable instrument are investigated in the opening chapters of this book, where the early methods of econometrics set a model. The last chapter applies lessons about probabilities and capacities to quantum mechanics and the Bell inequalities. The central thesis throughout is that capacities not only can be admitted by empiricists, but indeed must be - otherwise the empirical methods of modern science will make no sense.

                                  Enter your average philosophy department with an express interest in causality and the chances are you'll run smack into a wall of statistical correllations, probability analyses and suchlike arcania. This book provides an important rallying point for dissenters from this orthodoxy. Yet, first appearances may deceive. With its mass of equations in the style of econometric path analysis and titles like 'How to get causes from probabilities', it does give the impression of being part of the disease and not the cure. But look closer - what Cartwright is arguing is that statiistical probabilities can provide evidence for causal connections only if the probability of the effect given the presence of the putative cause-factor is higher than the probability of the effect given its absence in all those populations that are homogeneous with respect to all other causal factors. We need to know both what all these other causes are and that they are not operating at this point in time before we can use statistics to measure causes. As Cartwright puts it, 'no causes in: no causes out'. And this is why what she is saying is so radical - not only must knowledge of these causes come from sources other than statistical data, but once they are known and known not to be operating then statistical data becomes an irrelevance as what the cause is will be obvious - it will be the variable that is left over. Tim Maudlin has criticised this account for insisting on conditions that no statistician could fulfill in practice. But, as I read it, that's precisely the point. And it is made by Cartwright with great verve and skill. Yet, it does rather surprise me that it has to be made at all. The language of causation is radically different from the language of statistical correllation - try to use the latter to measure the former and you end up eliminating causation altogether. Recognition of this simple point could avoid endless wasted publications that simply assume that causation is a statistical relationship. It could enable us to reflect more closely upon the different ways and circumstances in which we use the word 'cause' and to consider critically what our causal knowledge amounts to in each. Aside from a final chapter on abstractions that I still fail to see the point of, and some occasionally unclear remarks on the concept of causal capacities, this is an excellent contribution to an often dull field.

                                      I picked up this book because of the interesting title. I knew nothing about it or the author when I got it. Then, I started reading it, and I couldn't put it down. It is an interesting book of short stories with a little bit of humanity... The book is a collection of short stories, all of which have a connected theme, five of which have a connected plot device. The book really is a true gem (and a quick read) for those who stumble across it.

                                            In 1920 Herbert H. Dow commissioned a series of paintings of Dow Chemical Company at Midland, Michigan, from British artist Arthur Henry Knighton-Hammond. The remaining works, which exemplify the industrial painting genre, were on display from 2000 through 22 June 2004 at the Chemical Heritage Foundation. Dow Chemical Portrayed, the catalog, accompanied the exhibit. The full-color plates show how a world-class artist captured Dow Chemical's industrial magnitude on canvas. Some of the sites depicted include interior and exterior views of the caustic pot house, the indigo shed, the Epsom salt plant, and the machine shop. The book also provides an overview of industry in art over the last 250 years and discusses Knighton-Hammond's early life, career, and six-month appointment in Midland.
