One of Mal Spooner's other fund the Mavrix Growth Fund had the fourth worst 5 year return of all mutual funds in Canada ( as of Fall 2004 ) . It lost 28 % per year every year for the last five years . For every 1,000 dollars you had invested five years ago it would be worth 180 dollars today . Now he thinks he is a guru in rocks and oil . Incompetent , reckless gambler without a clue about investing period .

Beyond Free and Fair: Monitoring Elections and Building Democracy draws on worldwide experience since the mid-1980s to evaluate international election monitoring and domestic monitoring, and their contributions to democracy promotion and democratic change. In this book, Eric Bjornlund provides an overview of what election monitoring is, where it comes from, and how it is currently conducted, and he educes general lessons for democracy promotion. Bjornlund reports on actual practice, including case studies of particular election monitoring efforts and the author's own experience in the field, and on a few previous efforts to synthesize guidelines and lessons learned.

Case studies include Cambodia, Zimbabwe, the Philippines, and Indonesia, with the last especially providing an opportunity to show how domestic monitors can be supported by international monitors, funders, and advisers. Bjornlund also devotes a chapter to the influential election monitoring work of former president Jimmy Carter.

The author criticizes the tendency to view elections and election monitoring narrowly rather than as part of broader strategies to build democracy. He makes practical recommendations about how election monitoring should evolve in the future if it is to continue to contribute to genuine democratization.

Description:
In the frame of its researches concerning GPS positioning the Universidad Publica de Navarra has carried out in 2003 a study to know the possibilities of this positioning technique for monitoring building's displacements. A 30m concrete building was monitored for several months by observations from a geodetic micronetwork placed around. During the observation period the computed variations in position have standard deviations of 3.1mm in the XX-axis, 6.6mm in the YY-axis and 9.1mm in the ZZ-axis. These values reveal that the building displacements are very small and that they are masked by the characteristic errors of GPS observations. The correlation between the observed displacements and the weather variables was analyzed and only temperature and direct radiation were significant, but the relationship was weak, with low values of the correlation coefficients r. In the visual analysis of the coordinate variations we observed that the building suffers a negative displacement with respect to the XX-axis in the morning up to noon, when the displacements become positive, with an observed variation over the reference position of +/-2mm. With respect to the YY-axis, the building remains fairly stable until afternoon, in which it moves north approximately 2mm in relation to the reference position. With respect to the ZZ-axis, we observed an increase of the height of the building during the central hours of the day of around 1cm. These displacements observed in the building agree qualitatively with the a priori expected displacements as a function of the movement of the sun throughout the day.

A superb book on glaciation and glaciers.......2003-09-18

I was distressed to see this book is apparently out of print, as I believe it is the best, most complete book on glaciers and glaciation/glacial processes for the uninitiated reader. The graphic photographs lose none of their impact by being in black and white, and greatly aid the reader's understanding in following the matters discussed in the lucid, easily read text.

Another virtue of the book is to emphasize, on first use, each term with which the reader may not be familiar. Learning of the topics and copics is greatly facilitated. Finally, the book contains easily understood diagrams of glaciers, and the landforms they create.

Having read the book, the reader has become very familiar with the basic knowledge of this most important phenomenon, and stands ready to tackle more detailed work if he or she so desires. I recommend this work very, very highly.

A professor of mine recommended this book to me, This book reflects the views of Dr. Victor F. Weisskopf or Dr. Viki he likes to be called. The book is orgrazined in views of science, culture, education and his experience with the two great scientist. I especially, like his experience working with Pauli. Viki does a good job of stating his views about our society and about people/nations. The Privilege of being a physicist is a nice and interesting read and is definitely worth a look.
