The book offers a comprehensive empirical analysis of the determinants of changes in the distribution of expenditure and revenue-raising powers among fiscal tiers in OECD countries. Using a new indicator of fiscal decentralisation which accounts for subnational decision-making autonomy, common decentralisation trends are investigated. Then, empirical evidence from panel analyses is provided for the role of costs, preferences and institutions in explaining fiscal federal structures, and for the impact of economic and political integration on the degree of government decentralisation, particularly among EU countries. Finally, the historical experience of Germany is used to explore long-term developments in the public sector.

Book Description
The history of the legal profession in Canada and elsewhere is one of the exclusion of women, Aboriginals, ethnic and racial minorities, and those from less privileged classes. Based on face-to-face interviews with 50 women and 50 men called to the Bar in British Columbia during the past 3-7 years, Joan Brockman has studied this phenomenon and tried to determine reasons why such exclusion has been practised and what its effects have been, particularly with respect to women.
Although legal barriers that historically prevented women from entering the legal profession have been removed, informal and structural barriers that impede women's full participation within the profession remain. Much of the discrimination still experienced stems from expectations that women, in particular, will assume primary responsibilities for child care, elder care, emotional stability in the home, household management, and other domestic matters. In addition, some women still experience sexual harassment and discrimination even if they have managed to reduce or avoid additional domestic responsibilities.
There have, to be sure, been changes and accommodations made for women in the legal workforce, and men as well as women have helped to make them. But, Brockman concludes, until there is significant change in how women are perceived in relation to domestic duties, it is unlikely that they will attain equality within the legal profession. The profession will only change when perceptions of the family change, at which point women will not only fit the mould at work, but men also will fit the mould at home.

Now this is a deal you CANT afford to miss!.......2007-07-07
Cynical, utterly hilarious, and full of funny, unique, and loveable characters, this is a series you won't want to skip out on, even if your like me and you don't like sci-fi.
That was the thing that kept me from allowing myself to experience the wonders of the first book when I first picked it up. I kept telling myself, this is a sci-fi book, its going to bore me. But it is much more than just a sci-fi book. It is THE most hilarious series I have ever read. Douglas Adams' sense of droll wit and cynicism are astounding, and have allowed me to experience many merry evenings sitting and laughing at these books. (You might also want to check out his excellent Dirk Gently Novels).
The story line may seem simply and boring-which it is definetly not-, but its the happenings, the wonderful narration, and the characters that truly bring this book to life and beyond being just a sci-fi book.
Also included in this selection are some hilarious introductions by the author, and a little biography about him from Neil Gaman, who cowrote Good Omens with one of my other favorite authors Terry Pratchett and wrote American Gods. And while they're probably not totally exclusive to this collection, they are well worth the read, especially the introduction by Douglas Adams.
My favorite summer read of all time.......2007-06-17
One august weekend I hit the back yard armed with this book and a gin and tonic. Over the next few weekends I finished the book, several of the drinks and my neighbors probably came to think I was insane. I've never laughed that loud or that much at any other book. And no I would not chalk it up to the G and T's (I only had a few over the duration of the book) I still think back on that summer with great fondness. Adams is painfully funny, insanely original, and one heck of a fine writer. It's Monty Python meets Doctor Who. Yes there are plenty of people who hate this book or just don't get it. But for those of us who do get it, it's the sort of book that takes on a highly loved place of honor in our library. I would strongly suggest you give it a shot. Grab your towel, a tasty and AGE APPROPRIATE beverage, and head for the back yard or the beach. I guarentee you'll either become one of us, or someone who's deeply confused by one of us.
Summer reading.......2007-06-12
If you are looking for a summer reading book that will not challenge you too much but give you some mindless fun, this is for you. Definitely not highbrow literature, but a fun literary dessert. This includes all 5 books of the "trilogy", so you can keep going for a long time. Recommended for the beach, airport, airplane, train, car.... Witty and fun.
Love or Hate!.......2007-03-13
This is the sort of book you will either love or hate.
I believe there are three sorts of people who could love this book: the cynical, the skeptic, or the novelist.
This book is cynical about absolutely everything from tea to immortality. The way it gripes about everything on such a completely down-to-earth common place level understanding, it is rather uplift.
The skeptic is all through the book, if you can't have you religion mocked a little bit, don't buy it.
There are a mind-numbing number of jokes on actually writing mechanics in this book. You probably won't even notice that they are jokes unless you have actually spent a lot of time trying to write particularly novels.
If you're in these categories you will love this book.
If you aren't, you're probably going to hate it.
That's I warned you.
Thanks For The Fish.......2007-02-14
The HitchHiker is 20th century satire, probably at its best, which is an implicit condemnation of all other competitors to that title. Adams has a few quotes in these books that rank right up there with the best of them. I particularly liked his description of humankind as - ape descended life forms (who) are so amazingly primitive that they still think digital watches are a pretty neat idea. We humans are prone to be so distracted by novel and neat ideas that we never quite get around to assigning them a value that really reflects their place in the wider scheme of things. This is Adams at his best.
The problem with the Hitchiker is that its message is delivered through farce and farce wears extremely thin after about an hour. After two hours all hope of entertainment is lost and all that remains is gold-mining, sifting through endless grains of sand, in the hopes of finding another nugget that makes the whole enterprise worth while.
Adam's primary message is that the universe is absurd, having no sense or purpose to it at all. He cannot quite break away from his humanist roots and there is within his writing, a certain nostalgic longing for the days when truth and virtue actually meant something to people. But Adams is way too far gone to ever grant his characters any real contact with virtue and truth. The one character who comes closest is probably Trillian, the woman who left earth before it was destroyed in search of ... something. Even here, we see Adams lampooning the idea of virtue as a guide to wisdom. Virtue is too easily mislead to be a strength. It's not a bad point. But it is tiresome to have it endlessly repeated through pie-in-the-face slapstick, even if it is imaginatively done.
There is power in the argument that the world is absurd. But it is the power that lives in the world of impressions, not the world of realism. A fellow called "The Preacher" wrote about that 3500 years ago in a book called Ecclesiastes. He makes the same point a lot more clearly and, quite frankly, with far more zeal.
Live life, enjoy what you get out of it, take pleasure in doing the work God has given you to do and contentment is possible.
But thanks for all the fish anyway

Lovely reference book.......2002-08-30
This book is fun to read, or to just pull off the shelf when something requires looking up. The scope of the topics is quite helpful. There are entries on Queen Elizabeth herself, subjects like her portraiture, various players at court, important families like the Howards, Dudleys and Seymours, as well as entries on political, cultural and religious issues. Where else can you look up why transubstantion was so important to the religious squabbles of the time, and learn about the sisters of William Cecil's wife. (The three women were the most educated in England.) The book also conveys a great deal of information visually with particulary explanatory maps of Elizabethan England (find out how far it is from Sussex to Warwick to Northumberland, for example,) and Elizabethan London (find out how far it was from Whitehall to the Globe Theater,) impressive pictures of characters like Essex, Nicholas Bacon and Throckmorton, and tables which show who held which post in privy council when (as well as explanations of what those posts meant.) The genealogical charts, of the Tudors, Stuarts, Greys, Howards, Valois and Hapsburg cannot fail to interest. (One error I caught though: the French King Henry IV's first wife, Margaux, was not the mother of Louis XIII, but that's not so relevant for the Elizabethan period.) There are also entries and illustrations of royal castles and properties of the time, as well as appendixes of Tudor related fiction, films and websites. There's also a heck of a bibliography. All in all a handy dandy reference book, visually appealing and informative, and entertaining taboot.

Readers who have mistakenly assumed that the ill-fated invasion by the Spanish Armada was a single spectacular disaster, will learn that it actually involved a long series of ocean battles between the British fleet and the Spanish forces led by the reluctant Duke of Medina. Hundreds of brief, clearly written essays provide fascinating inside information on the Age of Elizabeth. The dictionary includes extensive information on the leading political, literary and religious figures and families of Great Britain. The author wisely recognizes that Britain did not exist in a vacuum, and so he has been careful to include European leaders and their complex interrelationships with Britain. Readers who have mistakenly assumed that the ill-fated invasion by the Spanish Armada was a single spectacular disaster, will learn that it actually involved a long series of ocean battles between the British fleet and the Spanish forces led by the reluctant Duke of Medina. Elizabeth I, William Shakespeare, Sir Walter Raleigh, Sir Francis Bacon, and Robert Dudley, Earl of Leicester are presented in the context of their families and the social matrix of the period. Less well known figures discussed include the unfortunate Amy Dudley, and Margaret Douglas, Countess of Lennox. Many illustrations enliven the text. Battles, plots and rebellions, religious controversies, finance, treaties, art, architecture, literature and drama all are covered in this surprisingly comprehensive work. Readers who are not quite sure what function the Star Chamber served will find enlightenment here. Useful tables such as the dating of Shakespeare's works and charts for the genealogies of the Houses of Lancaster, York, and Stuart, as well as the Habsburgs and the Bourbons are extremely welcome. Appendices list historical fiction of the period, motion pictures, and sound recordings of Elizabethan music, providing a multidimensional approach to those seeking a balanced picture of the age. Appendix 7 provides a list of web sites devoted to Elizabethan and Tudor culture. These include sites that provide primary source materials, images of ships, persons, and fashions. Readers will be made aware of major internet resources: The English Heritage Web Site, the Folger Shakespeare Library Web Site, and even a site devoted to the Wars of the Roses. An extensive bibliography lists recent works on the Elizabethans and all aspects of their lives and culture. The book is indexed and articles are cross-referenced. A series of maps and a chronology will be most welcome to students of the period. John A. Wagner and the editors at Oryx have prepared a fine one-volume reference work that is sure to be a welcome addition to schools, and to public and academic libraries.

Wanted to know how one group of people affected the entire European civilization, this book's for you. Everything you would like to know about the Middle Ages, this book's for you! It's comprehensively informative at the same time brief and appropriate. It can lead you to a broader subject in other books specifically related. This book is highly recommendable for everyone who love history, do research, study, and perhap write a book about a person, a place, or an event directly from this book.
I, for one, prefer a paperback version instead of hardcover.

Nineteenth-century Europe was the scene of extraordinary upheaval. The French Revolution had unlocked the doors to progressive ideas such as freedom for all from poverty and suffering, the widening of life's opportunities, and universal brotherhood. Then, Napoleon's occupation of most of the Continent raised further hopes for the rule of law and the improvement of conditions for the common man. Upon Napoleon's defeat, the reactionary forces of the ruling class took control again, and it appeared as if nothing had ultimately changed since the days of the ancien regime. It was in this period that a number of philosophers, poets, and artists sought to regain the revolutionary momentum--and it was their efforts that lay behind the establishment of socialism, anarchism, and communism. The best-known of these thinkers was Karl Marx, self-appointed leader of the socialist movement that led in the next century to the Russian Revolution. But Shlomo Barer, the author of this stupendous study of obsessed agitators, also brings into the picture the political commentator and greatest of German lyric poets, Heinrich Heine; the hitherto obscure Moses Hess, who may rank as the first communist of all; two Russians of aristocratic background who were prepared to throw over all their wealth and privilege to fight for social and economic change, Alexander Herzen and Michael Bakunin; and Ferdinand Lassalle, the young German firebrand who might have outclassed all the others if he had not died young in a ridiculous duel. Barer explores the childhood, education, and young adulthood of these remarkable men and presents in lively detail their families, their mistresses and wives, their friends, and the way their lives all crisscrossed. He also paints in the political and cultural background so that the Russian csars and French kings are brought to life, not to mention such illustrious personalities as George Sand and her circle, Meyerbeer the opera composer, Turgenev, Balzac, and a host of others. Barer paints a broad canvas of society in turmoil and of minds at work to set it right. He has produced a book of epic dimensions, a narrative whose continually moving plot holds the reader's attention throughout, and of a magnitude and depth that will make it indispensable to the student of modern history and politics.

A conspiracy of equals.......2002-02-15
The author opens the preface quoting a figure of the era of Gorbachev, "Only an idiot can really believe in Marxism". From the perspective of the current 'end of history' thermidor and neo-liberal endgame, one might as well think that idiots proved themselves incapable of creating from the heroic tale told here anything but an ism called Marxism. One might also conclude that contemporary modern man lacks the intelligence to create a just society, thus the confusion in the attempted correction. Judge lest ye be not judged This inauspicious preface complete, perhaps the tone gives the work tang, this fascinating book embarks on a stunning technicolor late late show rendition of one of the great epic tales of history, via a biographical account of the principals in the 'conspiracy of equals' spilling out of the era of Babeuf into the broils and disillusion of 1848, a Hollywood movie in prose. As if told from viewpoint of the poet Heine bearing witness to the drama, and like a zoom shot for the comparable 'Fire in the Minds of Men', this epic telling reveals the human side of each of the major figures, as if this might solidify some verdict. Instead, whatever the author's intention, the work is seditious by indirection by recalling the memory of this rushing series of cataclysm that overtook the twentieth century.
A very long book, and not particularly focused on the greater tide of political history, this compelling tome lingers like a kind of daguerrotype of these extraordinary figures, and the future they fought for, even as their efforts came to nothing in the wake of the swift reaction after the year of the Communist Manifesto.
Biography alone does not make a good history.......2002-02-02
Though "The Doctors of Revolution" is a demanding 1200 pages, its inclusiveness does not compare to what it lacks. The book essentially is a compendium of 19th century radical biographies dealing primarily with Heine, Marx and Bakunin along with other lesser radical lights. The biographies are readable and bring out the all to human sides of some of seemingly superhuman figures of the century. The history of a thought or of the times however cannot be told simply by detailing the lives of its great men.
Though plenty in personal details serious analysis is painfully lacking, especially for such an encyclopedic book! Page after page is spent detailing the early career and upbringing of Babeuf but only a few paragraphs thrown in between discuss his ideas; from whom and when did they ultimately originate? Who did they later inspire? What positive content was found in them? For Babeuf and later thinkers this is rarely answered satisfactorily. Though nearly a third of the book is spent on Heine, it remains unclear after reading as to why he became such a radical in the first place, or how he influenced later social theorists. For oh so many pages one is left with so little as to the growth, and change, in radical thought.
This goes on and on. In all around two hundred pages are spent discussing Jewish culture and the pressure to integrate into "Christian society" (perhaps because of the author's Israeli origin?), but it is entirely unclear as to what, if anything, this had to do with socialism other than by creating early tensions in the life of Marx or Heine. A chapter entitled "Marx and the Influence of Hegel" says almost nothing on its subject and is instead filled with how Marx was as a student in Berlin. This is quite a disappointment as what could be more interesting than how Hegel's conservative thought could be adopted by all of the most radical thinkers of the time.
The analysis that Barer does give is rather poor at that; it is clear that he is no revolutionary himself. Bakunin and Marx are described in one part as "Ruthless Doctrinaires" who are "bent on system building" above any concern for the people they claimed to be able to liberate with their ideas (though there is more sympathy toward Heine and Hesse.) Barer follows the traditional flaws liberal analysis, as it is clear by an elementary reading of Marx or Bakunin of how much humanism was contained in the thoughts of both. Barer rightly points out and emphasizes the authoritarian strands in early 19th century socialist thought, but his analysis stops here, as almost no credit is given to the positive elements of early socialist thought; the emphasis on changing economic realities to truly heighten the state of man.
Almost slanderous is the treatment of Bakunin, Barer seems almost unable of writing more than two paragraphs without deriding Bakunin as a "megalomaniac" or an "anarchist conspirator," and shows with this of course a near complete ignorance for what he really said and promoted. Like E.H. Carr and earlier Marxist Polemicists he promotes the idea that Bakunin believed in an "invisible dictatorship," a sort of elite Jesuit order of anarchists that would hold control after the revolution. One need only to read what Bakunin said to dispel these claims and see the true libertarian nature of his thought.
I give this book three stars because despite its shortcomings it has a wealth of interesting information on European history, from intellectual culture in Paris in the 1830's to the repression and censorship in Russia and to his credit Barer is no apologist for the autocratic regimes of the period. Interesting also is the idea presented that the Napoleonic invasion of Germany had much to do with setting the stage for future radicalism by dispensing with the feudalism of the time. Perhaps if the text was a quarter of its size I could say there would be more of a reason to read it.
The Definitive Study of the Period.......2001-11-22
At 1200 pgs, this book is very long and I do not pretend to have read it all. Nontheless, you don't have to read it all to enjoy it. Chapters are self emcosed books in themselves that encapsulate the history and thought of a particualr period. The book analyses the development of refolutionary political thinking in the 19th century up to the Russian Revolution. nationalists, Socialists and Anarchists represent only a fraction of the study. There are single chapters devoted to Marx and Bakunin (my favorite) as well as other major and minor contemporary thinkers. It's certainly an excellent reference work. I don't reccomend it, however, for light night time reading.

The smooth functioning of an ordered society depends on the possession of a means of regularizing its activities over time. That means is a calendar, and its regularity is a function of how well it models the more or less regular movements of the celestial bodies -- of the moon, the sun or the stars. Greek and Roman Calendars examines the ancient calendar as just such a timepiece, whose elements are readily described in astronomical and mathematical terms. The story of these calendars is one of a continuous struggle to maintain a correspondence with the regularity of the seasons and the sun, despite the fact that the calendars were usually based on the irregular moon.
But on another, more human level, Greek and Roman Calendars steps beyond the merely mathematical and studies the calendar as a social instrument, which people used to organize their activities. It sets the calendars of the Greeks and Romans on a stage occupied by real people, who developed and lived with these timepieces for a variety of
purposes -- agricultural, religious, political and economic. This is also a story of intersecting cultures, of Greeks with Greeks, of Greeks with Persians and Egyptians, and of Greeks with Romans, in which various calendaric traditions clashed or compromised.
