    Book Description

    This book aims to examine the impact of fiscal decentralization on subnational resource mobilization capacity, and on macroeconomic stability, in four African countries. Field research conducted in Benin, Burkina Faso, Ghana and Mali, constituted the basis for a rigorous and detailed examination of the decentralization process in each country.

    One of the intriguing findings is that increased subnational tax autonomy significantly reduces the size of the central government and improves the central government budget balance in the sample countries.

    Recommendations are: (a) the design and implementation of decentralization mechanisms must be based on the principles of stability, transparency, accountability, and equity; (b) frequent dialogue between the central and sub-national governments, and an active association and cooperation of local and regional levels of government in the formulation of macroeconomic objectives will improve the chances of successful decentralization programs; (c) authorities must heighten their campaigns to educate local populations on decentralization reforms. Full and educated participation of all citizens at the grassroots level is critical to the success of decentralization programs.

    In all, the book focuses its analysis on the capacity of local communities in Africa for autonomous development and self-governance, and that, is a refreshing addition to the literature.

    The ways in which Dr. Boko analyzed the economical developments in many West African countries was outstanding. He was able to convey a detailed and well organized examination of the impact of the fiscal decentralization on subnational resource mobilization capacity and macroeconomic stability.

    Usually economic books are extremely dense and quite frankly "hard reads" but Decentralization and Reform in Africa was not. Indeed it was thought-provoking and complex, but Boko seemed to relate ideas and recommendations in an understandably unique fashion.

    In the end, it was quite simply a great read. I look forward to future works by this author.

          Yes, and the free market exploits illegal immigrants. That's reality, not "socialist propaganda". For better or worse, capitalism does allow greed to prevail, and these immigrants are the victims. As for people "complaining because their meat costs too much" : boo hoo f'king hoo. At least they have meat to eat. Not everyone is so lucky.

          This book gives an account of the conditions of workers in the U.S. who are newcomers to our country. It is edited by renown cultural anthropologist Louise Lamphere, and is not to be missed.

          I was a vegetarian for 10 years, the meat packing industry is no place for a career, however it may be a place for entry level employment especially for non English speaking immigrants. This book is quite simply socialist propaganda. If meat packers were paid more, then meat would cost more. If meat cost more, people would complain about the high cost of meat. The free market is the only way to find a fair balance of what people are willing to pay and what wage people are willing to work.           oh man, i've read all the classics, all the weird modern new-age books, all the firsts, the lasts, and every published harry potter book, and let me tell you, this book right here, as of right now, because of where i am in my life, and because of my excessive comma use and run-on sentences, this book is my favorite. The gangster is so incredibly wise. I wish he had a real column where i could write to him every week, and trouble him with my troubles. If he didn't yell at me for not sending a photo or writing on the back of a menu, then he would probably bestow a full page of wisdom. He might even relate to me one of his own experiences, or give me all the answers i need in a single word, but he might not.

          Hey, buy this book. I can't make it any simpler than that, ya chowderheads.

          But to elaborate...the Gangster of Love provides us with the kind of advice we really need in the 20th century wars of romance. But will we listen to his wise counsel? He is a prophet without honor in his own country, a lonely voice crying out in the wilderness. Also, he has a strange fascination with the Harvey Keitel movie, "The Bad Lieutenant". He does sympathize with the wounded, the outcast, and the lonely. Burned once too often, he understands your pain and wants to tell you, "It's too late for me, save yourself." But you won't listen, will you? And so you're gonna take the fall.

          His material sorta reminds me of Hunter S. Thompson, but maybe that's just me.

          Sadly, other than this one book, I've never found any other evidence of the Gangster, though I've searched and searched. In these troubled times, we could use his insight.

          I'll just quote from the end of one of his replies to a reader inquiry to give you a taste of his work:

          'And crying's just not good enough anymore, is it? Not if no one hears it. Not if someone doesn't say, "Please stop crying, I'm sorry I made you cry, I never want to see you cry again."

          And months and years really do matter now. Somebody's counting. And who's gonna kiss you on New Year's Eve? Because at midnight your time is up, and baby, it's cold outside.

          It was supposed to be warm.'

          Just go buy this book.

          This is not only the funniest book I can remember reading, it's also the most honest and true-to-life. I can't believe there hasn't been a sequel. Dave Barry (author of the introduction) should definitely tell the Gangster to write a whole 'nother volume.

          I read this book a couple of years ago, and absolutely adored it. Like all books I love, I foolishly loaned it to someone, and now cannot track it down. If you have it, treasure it.           I bought this book right after I got dumped last summer. I was looking for something to cheer myself up. The first time I read it, It made me laugh and I stopped crying. The second time through, I started saying "wow, so true!" at least once every three pages. The third time I read it, I had everything in perspective and didnt feel so bad anymore. It still makes me laugh, I reccomend it to everyone. Its the only "advice" book that ever gave me really good advice, or made me feel any better. Even if you arent "lonelyhearted" you WILL laugh your head off

          Wow!! "Outstanding" doesn't say enough. I'm nothing short of "inspired" after listening to these melodic sounds. I'll have to disagree with the last reviewer. The music is absolutely impressive. Interesting how we all see and hear things differently. I'll never be the same after listening to the second song on the CD "JOY". This CD has certainly touched my heart. Thanks Skye but don't stop with just this CD.

          I first heard Skye Dyer when she sang Amazing Grace during one of her father's seminars on PBS and so naturally I was thrilled to know that I could have an entire program of her gifted voice.
          She has a simple spirituality that is profound..I wish she would make a DVD because when you 'see' her you just know that all the music is coming from the depths of her being....She is one of those ladies who can make ole bachelors like me wish they had had a daughter.To watch her and to listen to her one can tell that she does not just 'believe' in her Heavenly Parent, she KNOWS that Eternal Presence....at the risk of sounding 'corny', she makes one believe that maybe, just maybe, angels sometimes take human form. What a gift she gives and what a gift she IS..

          For the frustrated male whose spirit has been battered again & again by female rejection & hostility, I recommend this book. Some of it is written in rhyme; often a pair of sentences, or a set of phrases within a sentence, will rhyme. Frequently mentioned famous people include Mary Wollstonecraft (18th-century feminist), Bill Clinton (US President who served 1993-2001), & Madonna (singer/actress to whom the book devotes an entire chapter, "Mad Donna"). The book mentions how the likes of Andrea Dworkin & Catharine MacKinnon label all men as rapists, abusers, everything negative, nothing positive--rhetoric that destroys men's trust in women, & by extension threatens to destroy civilization itself.

          To paraphrase Martin Luther King, the great initiative in this gender war is women's; therefore the initiative to stop it must be theirs. Until they do, may this book (& others) enlighten men as to what the feminist movement is really about & where it has led us all.

          Sam Staggs' "All About All About Eve" is the most fun movie book I've ever read. If you are a movie fan and thinking of buying this book, you may as well stop reading this review right now, order the book, and begin anticipating the good time you'll have once it arrives.

          Reading this book was an indulgence, like eating bon bons.

          Staggs' maintains an effervescent tone throughout most of the text, even while sharing the darker side of "Eve" -- it *is* a "three suicide" movie, after all. (Three former cast members were, eventually, to commit suicide.)

          Yes, there is a lot here, and for some it will all be TMI: too much information. I skimmed the chapters on Talullah Bankhead and the Broadway musical, "Applause," because they didn't interest me much. But I'd rather have too much than not enough.

          I'm not a Marilyn Monroe follower and I have to wonder how many hardcore "Eve" fans are; for me, there was too much Monroe here.

          I did want more in-depth gossip about Davis and Merrill, who fell in love during filming, and married, and more about that velvet voiced enigma, George Sanders.

          But the outline is here, and dialogue, including excerpts from and references to autobiographies, biographies, interviews, etc.

          If you need to know more about anyone involved with Eve, Staggs provides you with a bibliography that cites all the books he excerpts.

          The book is fun enough, and intriguing enough, that you probably will want to know more.

          As a decent, god-fearing heterosexual male of family and property, let me say I loved this book. It gives us a look at the Hollywood that was, and a peak into the minds of creative people at the peak of their craft.

          I enjoyed this book, which delves into more details about the great movie "All About Eve" than you'd ever think to ask.

          Other reviewers here have admirably covered the content and tone of the book. I'd like to go further and address those fans of the movie who are eager to read the original short story on which the film was based. That story, "The Wisdom of Eve" by Mary Orr, can be found in a book entitled "No, But I Saw the Movie: The Best Short Stories Ever Made into Film". That book, edited by David Wheeler, is out of print, but used copies are usually available here on Amazon. Mary Orr's original play, also called "The Wisdom of Eve" and based on the short story, is also available here on Amazon, for the fan who wants to leave no Eve stone unturned!

          So, yes, do read this book, and then if you STILL are not quite sated with Eve, read the original story and play and see how it all began.

          Sam Staggs does indeed cover All About "All About Eve". This is book is directly aimed at only those fans who cannot get enough and will seem too much for the casual fans (if such creatures exist) of the movie All About Eve. In other words, much of this book seems aimed at gay men who wallow in the high artistic camp of what All About Eve has become. In this respect, it is quite a thorough joy, as the history of the true story behind the movie is presented, the original short story, and then into the heart of the book, the filming of the movie (Celeste Holm comes in for perhaps too hard a time because of the author's personal feelings towards her and her attitude toward his book. Her actual celluloid performance was perfect.) The remainder of the book follows the growing legend of the film and the creation of the musical, Applause, based on it. It is a breezy, fun read without a single bumpy night in sight.

          Fans of "All About Eve" will enjoy this exploration of the making of a classic. It's hard to put down and consistently entertaining. A perfect companion piece for the film as the backstage story of a backstage story of life in the theater from a life in Hollywood viewpoint. Celeste Holm's remarks are particularly revealing. You could say this is a bitchy look at a bitchy movie and it's well worth the read. Don't miss this one.

            The other reviews tell it much more eloquently than I can. I would only add that I especially liked the scene after Bouck has been captured and Joachim Pieper enters the house demanding to know why the attack has been held up.

            The Baum Task force story illustrates that even Patton was not beyond making mistakes, and for selfish reasons: to save his son-in-law Lt. Colonel Waters.

            An excellent read.

            Kershaw does a wonderful job of finally completely documenting the story of these men on the front lines of the Bulge. His writing style is "reader friendly". I think the area where he particularly deserves compliments is the time he's taken to locate and personally interview the men still living or those family members of the now-deceased. For me, the conveyance of the first-hand experiences and recollections makes Kershaw's books more personal, aand I appreciate that.

            4 out of 5 stars Fascinating, too long forgotten tale of American heroism deserves a better telling.......2007-02-19

            Alex Kershaw has developed into in an excellent popular chronicler of World War II. "The Longest Winter" is an earlier effort and reading it after first encountering his later - and much better - works demonstrates how Kershaw has grown.

            The story, far too long forgotten and untold, of an American platoon that performed heroically in the first hours of the Battle of the Bulge is fascinating and inspiring. One despairs of ever seeing patriotic Americans so willing to sacrifice everything to protect their comrades and their nation.

            The problem is that Kershaw hadn't developed his style yet or, one suspects, his confidence. The telling is overlong, much too detailed and far too broad and meandering. Kershaw follows many of his subjects, both the American and German combatants over fifty years. While his knowledge of these men is impressive, displaying it wasn't absolutely necessary. In fact, in some cases it detracts from the story.

            Kershaw's writing style is, as well, too matter of fact when he describes the heroic, desperate combat as a handful of young American soldiers held up a mighty German offensive for hours and may have saved the Allied forces from a crippling blow. Again, Kershaw's research was prodigous, but he seems to have felt the need to include all of it. A few facts too many - and not enough drama in his descriptions of the combat.

            All in all, Kershaw has still delivered an exceptional military history. The story of the heroic platoon deserves telling and retelling until the end of time. A few men stood firm against a tidal wave of tanks, infantry and artillery. Those who survived were taken prisoner and suffered for months in prison camps and some for decades after because of their wounds and mistreatment. Yet, honors didn't find them immediately and their heroism went unrecognized for decades.

            Kershaw is to be lauded for discovering and telling this story and it is to his further credit that he has gone on to develop a more sophisticated style and greater competence. A good book that could have been made better with judicious editing, but still a book every military history buff will delight in.

            This book is a bit slow getting started, but becomes a real page-turner in no time. A great example of what made this country's finest generation so great. An absolute must-have for any WWII buff. This book is on the "top shelf" of my collection, and I have let many friends read it. Highly recommended.

            4 out of 5 stars A Window Into December, 1944.......2007-01-24

            Having read numerous books on various wars and battles it is always nice to get 'down into the foxholes' with the troops on the front lines. This is such a book. We are transported to the 394th I & R company who held a 'very thin line' on the Ghost Front. This story is the encounter that 22 men had against an overwhelming force of 500 paratroop units of the Germans. Snow had fallen, and they had reinforced their foxholes with cut logs, creating a wooden bunker with rifle slits. A tremendous field-of-fire was had from the woods-edge of a snow-filled meadow that lead away down to the town where the Germans began their operations.

            Wave after wave attacked throughout the day, until the U.S. troops had lost most of their ammo, and had lost their .50 caliber MG due to overheating the barrel. The book leads you through this with alacrity. From the point that they are taken in as P.O.W.s the book began to drag for me. I prefer the action, not the post-action.

            It does give you the sense of urgency that the 394th felt, and the sinking feeling of being ordered to "Hold the line at all costs!" Then losing contact with HQ...

            Though Emma writes from the perspective of the losing side of the Civil War, and though her beliefs on race clash greatly with our times, her persistence in the face of horrible suffering is a magnificent example to us all. She stands as testimony to the powerful spirit of the South and of Southern women in particular. Were we as committed to the ideals of our day as she was to those of her day, ours would be a powerful society indeed. Her diary is all the more shocking when you realize that she was only seventeen when she began writing
