Of the many functions of the welfare state, two are particularly prominent: the 'Robin Hood' function - the provision of poverty relief, the redistribution of income and wealth, and the reduction of social exclusion; and the 'piggy bank' function - ensuring mechanisms for insurance and for redistribution over the life cycle. The piggy-bank function, unlike the redistributive purpose of the welfare state, has received relatively little attention, and is not widely understood. This book redresses the balance. Nicholas Barr's central contention is that---contrary to popular opinion---the welfare state exists for reasons additional to poverty relief. These reasons - encapsulated by the piggy-bank function - arise out of pervasive problems of imperfect information, risk, and uncertainty. Even if all poverty and social exclusion could be eradicated, people would still need to insure themselves and to redistribute over the life cycle. As a result, Barr argues, the welfare state is here to stay, since twenty-first century developments do nothing to undermine these reasons. He also explores ways in which the welfare state can and will adapt to economic and social change, including specific, and sometimes novel, solutions. The analysis in "The Welfare State as Piggy Bank" is international, applying to advanced industrial countries, as well as addressing post-communist countries, and touching upon middle-income developing countries. Barr's approach is contemporary and forward-thinking. His discussion ranges over a number of topics of central relevance to life in the twenty-first century, including genetic screening and its impact on insurance; the convergence of private and social insurance; how to finance long-term care; pension reform in the light of fluid family structures and a mobile workforce; loans for financing investment in human capital; and new ways of involving private finance in tertiary education.

This book investigates two issues that have been slowing down the development of equity capital markets in transition economies - slow progress with privatisation and the lack of shareholder rights. Both problems are illustrated with data for the largest publicly traded Russian firms. Furthermore, two theoretical models are developed to offer insights into the nature of both problems. The principal conclusion is that partial privatisation as well as the lack of shareholder rights are likely to be only a temporary phenomenon and both problems are likely to be mitigated as the transition process advances. The book should enhance the understanding of academics as well as policy makers and practitioners of potential pitfalls in fostering the development of equity markets in transition economies as well as developing countries.

A lot of paraphasing quotes............2005-01-13
As an Alaskan, I really don't considered our former governor to be a very witty or funny man. Even when I brought this book from him and had him signed it, he reminded me of some grouchy bear. I supposed to his family and friends, he must have a sense of humor since Mr. Roberts collected many of his quotes into a book.
When I read through the book, some of the stuff he have to say were actually pretty funny, witty and somewhat interesting. I also read enough to know that many of the stuff in the book seem to be paraphasing of other sayings which I have read or heard before. Here is a classical example: "Government must care for the helpless. Govenment must not make people helpless by the care its provides." [page 99] I have heard this statement so many times by so many people during the past 35 years of my life. The words get twisted but the meaning remains the same.
Another thing about Wally Hickel was that as our govenor, he often don't practice what he preaches in this book. I could write a book on it but as an Alaskan, I know that Mr. Hickel's words and his actions often do not match.
Still, its not a bad book of quotes. However, most people would have little use for it unless you are a Wally Hickel fan or lives in Alaska since many of the stuff he's quoted on were on Alaska's issues. For folks in the lower 49 states, some of that would be boring. I will end this review with one of his quotes: "I don't want to read what the man says, or hear him say it. I want to see him say it." [page 197]

Vicarious pleasure.......2005-05-13
Like most pub "sessions" in Ireland, this book doesn't offer a flawless performance, but it is still good craic. And, like a good session, it leaves you wanting more.
People unfamiliar with the Irish traditional music scene, however, might find the book's references too obscure to be of interest, since reading about music you haven't heard must be like listening to someone describe what a slow pour pint of Guinness tastes like, when you've never had the pleasure of drinking one yourself.
But anyone who has traveled Ireland and checked out a pub or two in search of traditional Irish music will enjoy the vicarious pleasure of following along with Colin Irwin on his quest. His interviews along the way with some of the leading figures in Irish music are one of the best parts of the book. Hearing Liam Clancy talk about his conversation with Shane MacGowan, bad boy of The Pogues, was priceless. Also funny was Irwin's own discomfort at being face to face with Clancy -- after a jouralistic career in which he had often mocked the trailblazing Clancy Brothers for their Aran-sweater-Oirish act that today seems over-the-top. Just as rewarding was seeing how unbothered Clancy was by the criticism.

Great interview and practical examples book........2007-06-27
The editorial review is kinda deceiving, so I'll just write what's missing on it: The book tries to balance between theory, practical examples and interviews.
Which may be great to some, but not that great to others.
The book is basicaly structured in this way:
30-50 pages of Theory
5-15 pages of a practical example (something about the theory on an actual game)
15-40 pages of Interview (with some famous game designer... which might be good if the reader knows their games, and might be bad if the reader doesn't, since not much of it is exactly "game designer" content).
That structure is repeated through over and over the book's 677 pages.
But don't get me wrong, the content is still very good. Cover lots of stuff from developing the game concept, to more technical stuff like AI, Multi-playing, Level design and playtesting.
So, a good book that covers lots of stuff on game design without going too deep in specific stuff.
Excellent resource for students .......2007-03-13
I am currently using this as my Game Design textbook. As a student, it provides not only mere theory, but valuable interviews with upstanding designers. It is clear, and a joy to read.

I got this book to help in a class since it was a course requirement. It has alot of good info and intangibles about game design that is very helpful to anybody that would want to know.

Being an avid gamer, and dreaming of working in the video game industry, I pretty much knew everyhing there was in this book. However, if you're not like me, then I think you will find this book useful.
The book goes from the beginning stages of video game design up to the completion of a video game. It gives really good information about what makes a game good and not tired and done before.
The interviews of the game designers are kinda helpful; it really depends on if you already know the designers work and are familiar with it.
This is a non-technical book though, so it won't tell you how to code a game or make models. It basically tells you all of the intangibles you can't learn in a class or really anywhere.
It's worth the read.

This is a great walk through for a beginner. I would recommend it for its overview and insight into games and making games. I played a few more games because of it and was able to hone my eye to know why I enjoy and what I look for in games. Great first book; if only for the interviews.

A great history of an ethnic group includes a great general history. In this book, the reader learns about the Inquisition in Spain and Portugal; Jewish life in Brazil and Barbados; the struggle for religious liberty in America; and how Jewish life in America differed from Jewish life in Barbados, Holland and even England. This book is about all of America, and every American should read it.
In this book, historian Eli Faber discusses the diverse origins of the earliest Jewish settlers in America. Faber describes the innovative response of Jewish-Americans to the unusual political and social circumstances of colonial America. These first Jewish-Americans, Faber informs us, established community life based on voluntary association, in a free and an open country. More striking than the changes Jewish-Americans made of necessity, however, are the many remarkable adapatations that Jewish-Americans made voluntarily. Faber describes an innovative community of pioneering Jews.
Faber is a scholar who has done considerable research. However objectively written, this story is unavoidably compelling. You will love the people and the country described in this book. The optimism of the Americans in this book is contagious.
Teachers will, and should, recommend this book to high school and college students. Therefore, I hesitate to divulge too many details. So many stories and so many individuals in this book make the book worth reading. The lives of Jewish-Americans in colonial and revolutionary America, and the lives of the non-Jews who were their compatriots, make a story worth reading and telling.
Other books on the origin and establishment of immigrant communities in colonial America include David Hackett Fischer's "Albion's Seed," a history of four large regional cultures established in colonial British North America; and Richard S. Dunn's "Sugar and Slaves," about the establishment of planter culture and servant and slave life in the British West Indies. "A New World Gentry," by Richard Waterhouse, and a chapter in "The Quest for Power: The Lower Houses of Assembly in the Southern Royal Colonies," by Jack P. Greene, tell the story of the merchant-planter class in South South Carolina, while "Rice and Slaves," by Daniel C. Littlefield, tells of the origin of many of their slaves.

Definitely worth a look.......2000-06-07
This was an ambitious undertaking. Information available from state to state (or ____ to ____, insert the jurisdictional or geographical units of your choice) is wildly inconsistent. Land status often changes rapidly, as do what we know and what we can say about resource conditions at any given moment. "Habitats and Ecosystems..." necessarily became a historical document once it was finalized. But it is nevertheless a useful one-stop reference guide to natural America; and an intriguing browse for conservation-minded readers.
I was one of the many people around the U.S. whom Mark Crawford enlisted to provide information for his book, and I know what a chore it was for him to take what I could provide and distill it into something useful.
Of course, that means I got my copy free! - but I'm sure the book will be a useful addition to my library. I'll refer to it regularly, and I'd buy it if I didn't have it already.
