In this timely collection of essays, leading economic and communication scholars examine major policy issues confronting federal and state regulators in the telecommunications industry. The essays describe how past regulatory decisions have contributed to a growing tension between emerging competition and the preservation of specific social objectives like the continuance of universal service, and thus provide a unique perspective on the current public policy debates. Although each author discusses a different policy issue, the common theme in this volume is the compelling argument that past regulatory decisions, which were often motivated by political compromises rather than sound economic analysis, are the primary source of inefficiency that exists in the telecommunications industry today. This insight points to potential harm that legislators may create from ignoring economic forces when deregulating an industry. The Telecommunications Act of 1996 is an example in which deregulation has created more, not less, regulatory barriers affecting competitors. The authors challenge policy makers to consider no regulation to insure that competitive forces determine prices, quantities, and quality of service for the vast array of telecommunication services available in today's marketplace.

Measurement theory has only recently become recognized as a legitimate, specialized field of inquiry. But the book is about more than the truths of Heaven! It's also about the great love affair I had while alive. And we had one Hell of an amazing romance! We were wanted by the authorities and the Mafia and all we could think of was each other. Those were the greatest days of my

Usually I don't write reviews. But after reading 3 Days in Rome and then the reviews on this website, I thought I should. First I will talk about the work and then the negative reviews that have been appearing in last month.
3 Days In Rome is a strangely beautiful work. First off, the author truly enjoys writing, you can't help but get caught up in the fun he has experimenting with storytelling and delivering. Could this upset purists? It might, but he never allows it to distract the story and the characters. He is simply having fun and we as readers (When we give into the work) feel it as well.
It is the little touches he felt he needed to add into the grand scheme that captured my eye to the work. He wants you there during the little moments, the little touches. This is not all about the great story, but the people captured in it as well. They are real to the writer and you can't help but feel (if you have allowed yourself to get into the world) that you know them. Yes, after reading the book I felt I knew them. They were three-dimensional, they were real.
3 Days In Rome is many things, but mainly it is what you want it to be. If you want a romance, it's there. If you want an interesting new look at heaven, it's there. If you want an experimental novel, it's there.
Something New.......2004-03-25The books that push the envelope and are innovative tend to merit the most extreme reviews. This book tends to evoke passionate reviews, so I bought it.
Like all innovative books it is not for everyone, but I loved it. It's the kind of book that should take weeks to read, but can be read in one afternoon. I did the latter. I became so wrapped up in the story I couldn't put it down.
It flows from a bizzare look at heaven to the rapid and amusing life of the lead character. It's unpredictable plot and creative way at looking at life is exciting, sad, and hilarious.
It is unlike anything before it.
I highly recommend it to anyone looking for something new.
Poorly written, not interesting.......2003-05-01
I bought this book based on the excellent recommendations it had but I was disappointed. The writing style is unique (very casual, lots of things in list format), but I don't think it is well written. Many cliches and "cute" ideas of what heaven is like.
The plot goes back and forth between the narrator in heaven talking with famous dead writers and the author's last few days on earth when he fell in love in Rome. For one long chapter he spends a lot of time talking about a foozball tournament, and the strategies and discussions that go along with it, which is not very interesting.
The characters seem shallow and the dialogue is mechanical...
A brilliant first work..........2001-11-15
3 Days in Rome is a true example of the postmodern novel. While Southard captures classical literature within his plots and characterizations, and the "author" claims to want nothing to do with postmodernism, the eccentricity of postmodernism shines through. Of course, postmodernism itself is just the collection of all that is classical and modern into one big melting pot. But I digress.
This book captures the spirit of youth, filled with hope and optimism that is so easily crushed by the weight of our world. The multitude of different characters present cornerstones for the reader, guiding him through a maze of plot and theme too broad to touch in this limited space. The paths down which this book leads both the mind and spirit are well worth exploring.
Touching and compelling in places, and in others, laugh out loud funny, one can only hope that 3 Days in Rome marks the beginning of a long and fulfilling career for this budding great American novelist.
Absolutely unforgetable read!.......2001-09-15
I was recommended this book by a freind and I called him up to thank him as soon as I read the last page. This is the most creative and inspiring book that I have read in a long time. The style and humor are unlike anything that has come before it. The author gives you a preview of the afterlife that is both humourous and heartbreaking, all the while showing what life should be all about. I would recommend this book to anyone and I can guarantee that they would not be able to put it down. I anxiously await the next book by this incredible talent! Pick up his books now because he is sure to be a talent to watch for years and years to come!

A good overview on China's military.......2007-09-19
Despite some of the mistakes pointed out by past reviewers, I believe the book is still a valuable resource for people not familiar with China's military. What I found particularly useful was Shambaugh's presentation of the Chinese military manufacturing industry and just how weak it is (at least for now). While in no means a comprehensive resource on China's military, its a good book and is worth the read.
Great, but outdated a bit.......2005-03-22
This is a great book and I think it is worth to read it. The writer covers all basic information of PLA and provides his own in-sight analysis. The best part in this book is the section talking about the civil-military relationship between Chinese government or Communist part and PLA. Most of people focus only on the modernization of equipment and training of PLA but this writer gives another perspective of how PLA should further transform itself into a ¡°government¡¯s army¡± rather than a ¡°party¡¯s army¡±.
However, this book is not perfect. The part talking about the equipment of PLA is basically outdated. Most of his sources on PLA seem to be based on pre-2000 information. For example, he never mentions Type-98 or Type-98G tank and its mysterious laser dazzler in his book. He also refuses to recognize China¡¯s ¡°state-of-art¡± missile industry. Therefore, if you are interested in the equipment of PLA, I recommend www.sinodefence.com and www.china-defense.com, which offer ¡°real-time¡± update for what is happening to PLA.
Overall, this is a great book for analyzing the political modernization of PLA but not technical modernization.
If you know anything about the PLA, don't buy this book.......2004-01-23
OK, anyone who knows anything about the PLA will find this to be a very boring read. With the possible acception of the chapter on the CMC, Shambaugh provides little in the way of original insight and the rest of the book simply rehashes material that could be found in tons of better books like You Ji's the Armed Forces of China, or RAND's The PLA as Organization, which frankly are very good investments.
Furthermore, Shambaugh's book is full of mistakes, including on p.1 where he states that the US use of B-1 bombers was critical to the destruction of Iraq during Desert Storm, which would be news to the US as the B-1 wasn't introduced in combat until Afghanistan. There are also examples of ships being misidentified in pictures. Not a good example of serious scholarly work.
The one good thing that I can say about this book is that the footnotes are incredible.
For a scholar as respected as Shambaugh who spent a decade or two on this, Modernizing China's Military was a really disappointing book,
Amazing.......2003-04-13
Professor Shambaugh's introduction to the Chinese military is an easy to read book full of important detail and predictions. Few books out there provide a full overview of the PLA including topics such as civil-military relations, and PLA budget. This book is a must read for anyone interested in the Chinese military or East Asian security.

Couldn't judge..........2007-05-16
The title sounded interesting. However, there was no clear criterion on how the author conducted the rating and evaluation process. Moreover, in many parts the presented achievements do not fully justify the author's selection. Definitely, I would like to learn more about the person to make my judgment, or at least agree or disagree with the author -- just a brief description was provided. Other than that the author did a great job trying to get this work accomplished. The most interesting part is the historical timeline provided. I really liked it. Good job!
The 100: A Ranking of the Most Influential Persons in History.......2007-05-10
This fascinating book ranks the author's most "influential" people in history. Not a list of the "greatest" persons in history. The book is involved with the question of who were the 100 persons who had the greatest affect on history and on the course of the world. I didn't always agree with the author's choices or rankings of importance (for example I would have included Abraham on the 100 list; he is only listed as honorable mention), but reading the excerpts was a new way of learning world history. Easy to read... very well researched and written in concise terms. I also should note that this book was not available to purchase at either Borders or Barnes and Noble, but Amazon had it & got it to me fast.
Who were the most influential persons in history? This book presents an interesting viewpoint........2007-03-24
This book is a very interesting collection of biographies of highly influential people throughout history. Since influence is not a well defined entity and is difficult to measure, the actual rank or inclusion of a person on the list should not be taken seriously. The author clearly states that the book is "his ranking", and not objective science. However, I find his list and the motivations for his ranking quite enlightening and often convincing.
This list contained a few people I had never heard of, but clearly were a lot more influential then many of the people I thought were the most influential. Take, for example, "Ts'ai Lun" the inventor of paper (China 105 AD), who is ranked number 7. Largely because of the existence of paper China was able to develop into a powerful and united empire, and when paper reached Europe it had a profound influence on Western Civilization as well. Would there even be a modern Western Civilization without Ts'ai Lun?
Because of paper we don't need to use clay tablets, sheep skin, papyrus, or bamboo to write. Printing presses and the mass production of books and newspapers has been made possible because of paper. We also have paper money, toilet paper, and paper products thanks to Ts'ai Lun. Clearly fame and influence are two very different things. Keep this in mind before disagreeing with Hart too quickly.
Also note that the book ranks the most influential people in history, not the greatest, not the noblest, not the most outstanding people, and not the most important people in history. The grand father who spends several hours each day to help raise your child, educate him, and spends his money on him, clearly has a large influence on you and your family, but so does the drunk driver who kills your child. It is quite easy to have a negative influence on people, but negative influences are considered in this book. So this is why people like Hitler, Stalin, Mao, and Genghis Khan, are on the list.
36 of the 100 persons in the list are scientists and inventors. Some think this is too many, I think this is rather too few. Because of technology and science the world has been transformed from a planet with abundant misery and death to a planet with just some misery and death. It used to be that more than half of all kids died, the average life span was 30, and almost everyone was dirt poor and ignorant. Today the average lifespan in the third world is 67, infant mortality is way down, starvation relatively less wide spread, and analphabetism is no longer the norm. Just in case someone has missed it, the reason for the population explosion is that people stopped dying like flies.
Many have complained that the rank of Shakespeare is too low. Edward de Vere (William Shakespeare) is number 31 and Edward Jenner is number 70. Edward Jenner invented the smallpox vaccine. Smallpox killed more than 300 million people in the 20th century (which is roughly 7-8% of all deaths in the 20th century). Since 1979 no one has died from small pox because vaccination has eradicated it. Shakespeare was a play write that was influential on the English language. I had never read or heard much about Shakespeare until I moved to the U.S. (I am not a native English speaker). It seems to me that the two Edwards should switch rank. In any case Shakespeare's position on the list is not that bad. Whomever you would like to see on this list, everyone has their viewpoint. My list will not look like yours, or Harts, but Harts list is quite enlightening.
What makes this a good book is the fact that it makes you think about who the influential people really were and why. It is also a good book to teach children about history and the people who influenced it. It is also a fun biography collection.

This is one of the best Book out there. M. Hart provides his justification for his ranking. This is a MUST Read book !
Suspect Scholarship.......2007-01-14
I must say that I may have given too glowing an account of Hart's book in
my earlier review. After reading the works of others who have written about famous persons in history, I would have to say that, although Hart
is very informative, his reasoning and scholarship are suspect. Nowhere is that more obvious than in his ranking of Jesus Christ. It wasn't merely
where Christ was ranked,(3rd), but the lack of information given on Christ. He tells exactly why Muhammed was ranked first. He is very detailed and cogent in his arguments, as he is for much of the book. However, with Jesus, Hart spends so much of Jesus' bio justifying his lower ranking of
him, that he comes off sounding very defensive. He should have spent more time showing how Christ's ethical ideas and moral teachings have affected the nations. He might have explained how Jesus' strong belief in helping the oppressed enormously influenced the rise of charitable institutions. OR maybe how Jesus teachings were the greatest catalysts for the worldwide growth of hospitals and orphanages. Or even how Jesus' Great Commission, which even some atheists say is the greatest directive ever given, greatly stimulated global civilization, education of the masses, and affected global industrialization. There was no mention of The Great Commission!!
You can't write about Jesus Christ and not mention The Great Commission!! That mission statement, by itself, is what put Christianity on the map. Also, Hart claims that Paul added the worship of Christ. Again, he didn't do his homework. There were other leaders of the early church who came before Paul, who advocated the worship of Christ,including Jesus' own brother James, who called him The Lord of Glory. John the Revelator, who wrote more of the New Testament than any one except Paul, called him many divine names, including The Almighty, King of Kings, and Lord of Lords. Paul was merely influenced by these closer, more intimate followers of Christ. And he basically laid down, in coherent form, the theology of Christianity,which he says in 1 Corinthians, that he was told from others.And what about Christ's influence on the arts? The Last Supper? The Pieta? The Frescoes of the Sistine Chapel?These famous works of art have been the inspiration of thousands of influential artists, not too mention effective advertisement for Christianity. Finally, I wonder why Hart overlooked the fact that most of our universities, which started in the Middle Ages, although, derived from the Greeks and Romans, actually were founded by Christians for Christian purposes, including all of our early American colleges and universitites except one. Considering the astounding influence of education on the greatness of America, I am shocked that Hart never mentioned it. Read Hart's book, but read it with care.

Good Book.......2000-05-05
This book is a great listing of the most Influential people in history. I do have some quibbles with who Mr.Hart put on the list, or where he ranked some of them. But then, it isn't my listing. Hart intends the book to be the beginning of discussion, not the end. He has succeded.
I do like how Hart places a great emphesis on science and technology, as I do see these as the driving forces of history. Without scientific advancement, then certain things just wouldn't exist now a days... things that we think have no connection with science. The ability to communicate quickly, travel quickly, etc. Alone makes many of the things we take for granted now possible and in the past poeple wouldn't have dared to dream those things could have occured.
I own both of the major editions of this book. It is too bad that the work is out of print now, as it deservers to stay in print and be updated.

Brief bios of 100 influential individuals.......2000-02-28
I bought a copy of Michael Hart's "The 100" back in 1978, and I've referred to it at least once a year (usually more than that) ever since. While his choices are obviously a matter of opinion, few readers would disagree that his 100 all belong in, say, the top 250. His bias, if he has one, is toward innovators in science and technology. Political leaders get short shrift; writers, artists and composers receive even less recognition. In the dozen years since the book was published, a couple of his choices have already proved to be ill-founded; it's really hard to maintain with a straight face that Lenin was the 15th most-influential person in history! Still, this is an entertaining and useful book; too bad it's no longer in print.
Excellent Book.......1999-10-22
Hart's book is an excellent idea. Its purpose is to get peoplethinking and discussing history and individuals impact on it. I agreewith his selection of Muhammed as #1, because he has secular and religious influence. While Jesus only has religious influence. Read it if you can and make your own list! I believe he left out some great names ( Herodotus, Henry the Navigator), but overall its excellent. Its the greatest debate ever.
