Due to the developments in the role of governments, the importance of government accounting and financial reporting is increasing. This led to changes in Government Accounting all over the world. For institutional, public finance and other reasons this has not always been done for central governments and regional and local governments in the same way. Some countries maintain the cash basis, some changed over to the accrual basis. Many of them started at first with lower government levels, only few changed over completely.
Comparative Issues in Government and Accounting aims to give insight in the array of different patterns the world shows with respect to government accounting and financial reporting. Of course a complete overview would have been too ambitious a goal. This book brings together an interesting number of academics coming from a representative number of countries to get an impression of the situation and especially of the existence and the backgrounds of similarities and differences.
Thirty-five authors and co-authors produced 21 chapters reflecting on the situations in 16 countries on 4 continents. Countries dealt with are Albania, Australia, Belgium, China, Egypt, Finland, France, Japan, The Netherlands, New Zealand, Norway, Poland, Russia, Spain, the United Kingdom and the United States.

This book provides a framework for the design of competent optimization techniques by combining advanced evolutionary algorithms with state-of-the-art machine learning techniques. The primary focus of the book is on two algorithms that replace traditional variation operators of evolutionary algorithms, by learning and sampling Bayesian networks: the Bayesian optimization algorithm (BOA) and the hierarchical BOA (hBOA). They provide a scalable solution to a broad class of problems. The book provides an overview of evolutionary algorithms that use probabilistic models to guide their search, motivates and describes BOA and hBOA in a way accessible to a wide audience, and presents numerous results confirming that they are revolutionary approaches to black-box optimization.

This book provides a strong background into the man that ran his life, company and a city by the "Golden Rule". In a time when big business ruled and exploited the American worker with slave wages and no protection, "Golden Rule" Jones reshaped and redefined our ideas of the workplace and in doing so challenged a whole generation of reformers. Marnie provides a very well documented book on "Golden Rule" Jones with a heavy emphasis on his personal and professional struggles throughout his life. It provides a great insight into Sam's pre-success years in OH and PA when he had "Oil on the Brain". A must read for any Human Resource or CEO's in learning how to treat their employees with respect, fair wages and good benefits. This book would also be a great asset for any students of religion, sociology, American studies, urban policies and, or history majors. This book will transform you, and you will be transformed by the ideas of S.M. Jone!

Moving Out: A Nebraska Woman's Life is the autobiography of Polly Spence (1914–98) and an intimate portrait of small-town life in the mid–twentieth century. The descendant of Irish settlers, Polly spent her first fifteen years in Franklin, a village with conservative, puritan religious values in south-central Nebraska. Although Polly's relationship with her mother was tense, she loved and admired her newspaperman father, from whom she inherited her love of learning and the English language.
In 1927 her family moved to Crawford, a tough but relatively tolerant cow town in northwestern Nebraska. Polly vividly contrasts the cultural differences between Franklin's prudishness and Crawford's more liberal attitudes. Though not raised on a ranch, she came to love helping her husband feed his cattle, deliver calves, and cook for logging crews. She also found innovative ways to attract visitors to the ranch, which she turned into a thriving guest operation.
Despite her devastation following several personal hardships, Polly displayed remarkable resilience and determination in her life, and when intractable problems arose in her marriage she exercised the options of a modern woman. In Moving Out she intertwines the events that characterized her time and place—the Great Depression, the intolerance that breathed life into the Ku Klux Klan, and the end of the Old West—with the love, death, and sorrow that touched her family.

The title of this well-written memoir is misleading. It's less about moving out than it is about staying put and doing the best you can with what you've got. The author's moving out (leaving a marriage of 40 years) occurs in the closing chapters, after she has lived a life as wife and mother, married to a rancher in the northern Nebraska Panhandle.
Polly Spence (1914-1998) grew up in Franklin, Nebraska, the daughter of a small-town newspaper editor and of Irish immigrants. This is Willa Cather country and you can recognize the kind of shallow social world found in Cather's "One of Ours" and Sinclair Lewis' "Main Street," a place where small minded men dress up in white robes and the city fathers have to confront an insurgence of the KKK.
In her senior year, the author's family moves suddenly to western Nebraska, where she meets the man she marries - both of them just out of high school. The year, 1929, marks the beginning of a long hard-won struggle to make a go of it, both as ranchers and as a family, as she becomes the mother of three boys in quick order. Determined, strong-willed, and independent, Spence eventually faults herself for being too much like her mother - rigid in her beliefs and unyielding in her temper. Yet, given the circumstances of her life, it's hard to see how she might have lived it differently.
There are moments of sudden and terrible personal loss in her story that will leave readers stunned, even if reading between the lines you can see them coming. (I didn't.) Finally, hers is the account of a life lived with a kind of courage that confronts obstacles without flinching. The account of her later years in Los Angles is something of an epilogue to the achievements of her life raising a family in the isolated grasslands of high plains Nebraska.

For every woman navigating life changes.......2003-05-08
If you have ever had to look at your life in perspective and ask: "What about ME?" then this is the book for you. In a very matter of fact way the author reviews her life from child hood through to mature adult. She eloquently describes the typical woman of her era. But as she ages, she becomes less and less typical and more her own person. I was greatly taken with her desciptions and obvious love for the land and the people. But that alone could not hold her there. Although she is describing her own life journey, many readers will certainly identify with her along the way.
Loneliness and triumph in a portrait of rural America.......2003-04-08
Polly Spence begins her Nebraska memoir with a brief discussion of early pioneer days and "the ghastliest death of all - the death that is the leaking away of life without love or warmth or closeness to another human being." Loneliness is the one aspect of life that hasn't changed with roads and telephones and TVs. And it's what led her to leave her husband and "everything familiar" to make an urban life at age 56.
Born in a small town in 1914, Polly Spence grew up among fine people with conservative, narrow-minded values. She tells of the coming of the Ku Klux Klan and her newspaperman father's public outrage, she tells of her mother's complacency when the ladies' club blackballed a less conventional woman. In 1927 her family moved further west to cow country where ranchers were affronted by a locked door, and your private life was your own affair. "Political attitudes are conservative, personal attitudes are loose and relaxed." She describes hard times and storms, pigheadedness and kindness, friends and work and parties and the stories of old relatives. She gives one woman's perspective on the Great Depression, the aftermath of one war and the coming of another, and the changing face of a rural land.
All this and more is the backdrop and fabric of a life. In lively, reflective, anecdotal prose, Spence fleshes out her family, from her beloved father and older brother to her tempestuous relationship with her mother, her early joyous years as a rancher's wife, the coming of babies and the long, slow decline of her marriage. Spence packs a lot of life into this slim, captivating volume.
