The polemic about the proper role of monetary policies and the appropriate functions of central banks has received renewed stimulus from a number of very current events. In Europe, the creation of a supranational central bank has been realized. In the United States and other industrial as well as emerging countries, the attributes and functions of central banks have been the subject of lengthy debates. Professional interest has also been centered recently on the issues of exchange regimes and the proper targeting for monetary policy. The various papers in this collection deal with this broad set of monetary and central banking issues, and draw implications of high relevance for post-socialist transition economies. These implications, however, are also important for other emerging markets and for advanced economies as well. The major subjects covered are classified within the following five categories: 1) The definitions, meaning, and results of central bank independence. 2) Goals and objectives of central bank operations. 3) Central banks and financial sector soundness. 4) Capital mobility, currency crises, and the role of capital controls. 5) The implications of European Monetary Unification for transition economies. This book collects the contributions of very well-known experts in monetary and central banking theory and presents the results of original research specially geared to understanding the implications of general economic theory for emerging and transitional economies. The significant and very rapid changes in the nature of good monetary transmission mechanisms require the adaptation of traditional theories to new realities. Such need is most pressing in transitional and emerging countries which lack experience and depth in their financial markets. In this book the particular requirements of these economies are integrated into the main macroeconomic monetary theories. The volume also includes analyses of a number of current issues such as capital flows, currency crises, currency boards, and the implications of European Monetary Union for transition economies.

Across the Footsteps of Africa by Dr. Benjamin Puertas-Donoso
Les Medicines Sans Frontieres have won the prestigious and much deserved Nobel Peace Prize for 1999. I would like to congratulate them and praise their dedicated doctors. I was especially touched by this eloquent and beautiful memoir of an Ecuadorian doctor who worked with the American Refugee Committee in Malawi and with Les Medicines Sans Frontieres in Mozambique near the end of their long, brutal civil war in 1993 and 1994.
Dr. Puertas is a gifted writer. The refugee camps where Dr. Puerts worked were not pretty places. But Dr. Puertas took the inconveniences, risks and deprevations of the work in stride. His warm personality bursting with optimism, energy and humility, not only charmed his refugees and coworkers, but captivates his readers as well. However, of course, his success in taking on the gargantuan task of saving lives in wretched conditions was not due to charm alone. In fact he has a genius for organization and administration.
Dr. Puertas does not focus the book on his own accomplishments or dwell on the dirt on the floor in the hospitals. His book is very intelligent and shares with the reader a little of the history of the countries he worked in, their governments and politics and he gives the reader a respectful and balanced idea of what the people, the food and the native cultures are really like. He was very impressed with the good natured people and their incredible strength to endure each day. He traveled quite a bit in the region, met a lot of interesting people, and is a good travel guide for the reader sitting comfortably in his armchair.
Years ago I too lived and worked in Africa. I served as a Peace Corps teacher in Ethiopia. I was teaching English to children who were starving, with many unnamable and unreatable diseases and living without adequate shelter. I can vouch that every word in Dr. Puertas' book resonated true to my experiences in Africa. Africans take their hard life pretty much in stride, but it is indeed very hard. It is organizations like Medicines Sans Frontieres that bring the doctors with skills and abilities to make things happen to improve their lives. Dr. Puertas is to be commended for giving his time and gifts to humanitarian efforts and also for writing such an inspiring and exceptional account of it. It is Dr. Puertas' great gift as a writer to make this story, necessarily suffused with so much human pain and suffering, a great triumph to the human spirit and a romantic adventure. Dr. Puertas is so likeable, his narrative creates suspense because the reader really cares about what happens to him. This book would make a great movie!

Newman (like Miliband a Professor of Politics) tells us that Miliband was happy `to speak, debate and write political statements' but `found meetings and organisational work very tiresome' and found `organisation and discipline unacceptable'. Newman reveals the earth-shaking insignificance of the New Left's disputes at dinner-parties and seminars.
Not surprisingly, a New Left composed of egos like Miliband, E. P. Thompson and Tony Benn (who wrote in his 1985 Diary, "I'm always thrusting myself forward for publicity") could never work together. These `critical' intellectuals only agreed in seeing themselves as superior to the `ignorant' workers.
Newman tells us that by the mid-1960s Miliband had `come to the belief that a new Socialist Party would eventually need to be established ..." And he did as much as helping in `preparing the ground for the coming into being of a new party'! But did the New Left ever manage to found this new party?
In fact the New Left, just like the old left, adopted the tried and failed Fabian tactic of permeating the Labour party. The famed `independent Marxism' ended up as a marginal colony of social democracy.
At history's turning points, the New Left always supported the US government: it was for the CIA-backed counter-revolution in Hungary in 1956, against Vietnam's liberation of Cambodia from Pol Pot, and against the Soviet assistance to Afghanistan's only progressive government ever, which gave women equal rights and land to the peasants. At these crucial times, the New Left took the enemy's side, then moaned that the `left' was divided. It was always divorced from the working class, from the trade unions, from reality.
The New Left constantly whinged about the `left's disarray'. But what did its fragments all have in common? They rejected Leninist democratic centralism, by dishonestly caricaturing it as oppressive! In democratic centralist parties, the minority carries out the decisions of the majority, whereas the New Left always wanted minority rights, its rights, to trump the majority. Marxism without Leninism is playing without winning.
The New Left's endless projects for renewal, unification, realignment, and saving the Labour party, are all part of the confusion of thought that alone has held back the British working class for so long.

This is a great book for reading out loud, my wife and I found -- the sentences tend to be short and simple, belying the emotional nuances and complexity of the thoughts underneath. The author is not a simple, genteel sort, despite the appearance of his prose. There are passages on the joys of farting humor, reproductions of the light verse with which he lampooned the failures of the management (these never survived more than three minutes on the bulletin board because they "offended the staff"), and a truly fierce (but nevertheless funny) indictment of the insurance industry.
Think of this book as Robert Fulghum in a retirement home and you'll be close to it.
A must for anyone who is, knows, or plans to be, an elder........2000-12-14
