This document assesses the quality of financial accountability and transparency in Nepal and makes recommendations for improvement. The financial accountability assessment is a joint exercise of His Majesty ' s Government of Nepal (HMGN) and the World Bank, with strong participation by donor partners as well as private agencies, non-government agencies, private sector, oversight agencies, and donor partners. the review concludes that the lack of compliance and poor implementation of the regulations is the single most important problem that affects public sector financial accountability in Nepal. With respect to public funds, the report reviews the Government ' s budgeting, financial planning, cash flow management, accounting and financial reporting, at the central and local government level. It also reviews the standards and practices of the external oversight agencies--the Office of the Auditor General, the Public Accounts Committee, the Commission for the Investigation of Abuse of Authority, the Judicial Council, and the Transparency Internal of Nepal. It assesses what it would take to qualify the country for programmatic lending or budgetary support in replacement of individual project lending. With respect to the private sector, the report examines accounting and auditing standards and practices, the development of the Institute of the Chartered Accountants of Nepal, the demand for, and the supply and training of accountants and auditors. It also examines the accountability in the financial ector that includes banks, finance companies, insurance companies, and cooperative societies and unions. The report also assesses the framework for corporate governance and reviews the activities of the Registrar of Companies, the Securities Exchange Board, and the Stock Exchange. With respect to nongovernmental sector, it examines the financial accountability aspect of nongovernmental organizations.

In this context, as a sample, in third chapter of this book, "Is Job Analysis Dead, Misunderstood, or Both? : New Forms of Work Analysis and Design", Juan I. Sanches and Edward L. Levine argue that the obsolescence of job analysis is really the obsolescence of some of the traditional forms and applications of job analysis. Thus, they :
(1). discuss the basis of traditional job analysis,
(2). outline the business trends that have called that basis into question,
(3). propose revisions in traditional job analysis practices in line with emerging trends.
They begin by comparing and contrasting 'the factors' that shaped the job analysis methodology that has been used successfully in the past with their emerging counterparts, which make some traditional forms of job analysis obselete.
I. Traditional Factors :
* Division of labor and clear-cut labor-management distinction.
* Static job.
* Minimal interaction with coworkers.
* Accountability to superiors.
* One-way relation to technology.
* Long-term employement.
* Cultural homogeneity.
* Tolerance for budgetary slack.
II. Emerging Factors :
* Cross-functional responsibilities and blurring of labor-management distinction.
* Dynamic work assignments.
* Maximal interaction with coworkers.
* Accountability to internal and external customers.
* Two-way relation to technology.
* Short-term employement.
* Cultural diversity.
* Cost containment.
After describing these factors, and changes in work analysis and its building blocks : sources of data, methods of data collection, types of data, and level of analysis; finally, they suggest that unlike traditional job analysis, instead of being overconcerned with documenting molecular tasks and job boundaries new forms of work analysis should focus on contributing useful inputs to the process of continuous organizational innovation.

Joel Susskind and others presented new methodology to infer the Earth's surface and atmospheric characteristics from simulated high spectral resolution infra-red and microwave observations under partially cloudy conditions with multiple cloud formations. The non-linearity of the problem was fully treated and the information content of the radiances maximised. This methodology can be applied to a wide range of remote sensing problems. Other papers dealt with water vapour retrievals from nadir sounding instruments, constituent retrieval from limb sounders, analysis of data under non-local thermodynamic equilibrium conditions, aerosol retrievals, the acceleration of anomalous cosmic rays at the heliospheric termination and auroral acceleration processes. Searching for your parents.......2002-06-06
A mutual acquaintance of mine and the author's sent me this book, knowing my own father served in the Marines during World War II. My dad always told funny stories about his experience, but never anything unpleasant. This book helped me see what my dad's experience must have been like. It reminded me of another book, After Long Silence, in which a woman's search for her parents'WWII era secrets unlocks whole aspects of their personalities theretofore unknown to her. I'm not a war or history buff, but I recommend this for anyone who asks, "what were my parents like when they were young?" or wonders about the experiences that shaped their parents' views.
Wheres the beef?.......2001-08-31
I'm a former Marine and found this looking for war books. I don't get it--is it supposed to be about the author's father? Lots of statistical type information that bogs you down. Doesn't really work as a biography or a technical book. I didn't think the book contributed anything new or particularly exciting to the study of World War Two or to the history of the Marines.
A Terrific Wartime History -- Comparable to Citizen Soldiers.......2001-08-15
This is grunt-level wartime history worthy of Stephen Ambrose. It's the story of a Marine in the Pacific, written by his military-officer son and drawing on wartime diaries, official records, and interviews with surviving members of his unit, the Marine Ninth Defense Battalion. McCall makes clear the hardships these men endured, the camaraderie that they shared, and the way in which their experiences changed their lives forever. In fact, the book's backstory is his coming to understand how many of the personality characteristics that made his father a hard man to know were products of the Pacific War. If you're interested in military history, you won't be disappointed in this book.

Theoretical research on advertising effects at the individual level has focused almost entirely on the effects of advertising exposure on attitudes and the mediators of attitude formation and change. This focus implicitly assumes attitudes are a good predictor of behavior, which they generally are not, and downplays the role of memory, in that, there is generally a considerable amount of time between advertising exposure and purchase decisions in most marketing situations. Recently, a number of researchers have developed conceptual models which provide an explicit link between two separate events -- advertising exposure and purchase behavior -- with memory providing the link between these events. br br Originally presented at the eighth annual Advertising and Consumer Psychology Conference held in Toronto, some chapters in this volume present recent research on the role of inferences in advertising situations, the effects of exposure to multiple advertisements, message receptivity, drama advertisements and the use of EEG in measuring advertising effectiveness. Contributions focus on research examining the effects of advertising exposure on consumer information processing and decision making. This book will be of interest to consumer psychologists and professionals in advertising and marketing. br

Newspaper accounts of the era depict both the barbarity and the nobility in human nature, but while some protested the inhumane treatment of Native Americans, they were not able to end the violence. Native Americans fought back, resisting the invasion, but they could not stop the tide of white miners and settlers. They became "strangers in a stolen land."
