Network utilities, such as electricity, telephones, and gas, are public utilities that require a fixed network to deliver their services. Because consumers have no choice of network, they risk exploitation by network owners. Once invested, however, a network's capital is sunk, and the bargaining advantage shifts from investor to consumer. The investor, fearing expropriation, may be reluctant to invest. The tension between consumer and investor can be side-stepped by state ownership. Alternatively, private ownership and consumers' political power can be reconciled through regulation. Either way, network utilities operate under terms set by the state.
David Newbery argues that price-setting rules comprise only part of the policy agenda. Network utilities pose special problems of ownership and regulation. He discusses the history of ownership and regulation, privatization, and theories of regulation. Examining three network utilities in detail--telecoms, electricity, and gas--he contrasts the regulatory approaches of Britain and the United States. He also looks at liberalization in a variety of other countries.
History shows that the mature forms of regulatory institutions are remarkably similar under both public and private ownership. This raises obvious questions such as: Will the forces that caused convergence to regulated vertical integration in the past reassert themselves? Can the benefits of competition be protected against the pressure to reintegrate? Will different utilities differ in their form and structure? A full understanding of the forces shaping regulatory institutions is necessary to answer these important questions.

Excelent presentation of current debate and experiences of utility deregulation and privatization processes in the world. Mr. Newberry brings together a deep economic knowledge of the network utility industries, including gas, telecommunications and electricity, and a clear description of deregulation in the UK and several path-breaking experiences all over the world.
He puts forward the challenges that still need to be adressed by every privatization effort in a crystal clear and informative way. Although the book can be used as an introduction, it contains material for deep thought and policy evaluation.

Ahead of it's time.......2002-03-31
I liked "In Search of Excellence" but thought the concepts (& certainly companies) didn't stand the test of time. I read "Liberation Management" with some trepidation.
My initial reaction on this book was, "Tom's gone off the deep end, he's doing this just to be provocative" - that's a good enough reason to read this book, but I wouldn't have rated it well just based on that.
If you look at today's business environment, he really wasn't a radical. Ideas that he plugged (Turn all work into a project, outsource, turn everything into a profit center) don't really seem so crazy. His mantra of speed certainly fit the period we just went through. His companies (example: EDS) even did better than prior books.
I've read all of Tom's books - if you want one to guide how you manage and lead, this one is it...
Well before its time........2000-04-16
A fantastic book with mind-blowing detail and scope. Introduces (and complements with research!) many of the important 'management' topics that have gained popularity in the last few years. Which is impressive considering the book was written 8 years ago!
Topics include: Network Organisations and other non-hierarchy-based organizational models, Networked Markets, Knowledge Management, reduced 'mass'-marketing, etc, etc, etc...
It's impressive that he has been able to capture many of these trends BEFORE the proliferation of the World Wide Web.
Also preempts some of his own more recent movements, like the plain-English movement and the Wow! Project movement that advocate categorization in terms of 'wow!' and 'yuck' projects.
His latest '50List' books are much more digestible and prescriptive - if that is what you prefer.
In search of curious behavior.......2000-02-06
Tom Peters tells us that he can boil his entire management philosophy down to one sentence: "Crazy times call for crazy organizations."
The new marketplace in one word is "fashion." Every market is becoming a fashion market. "That means: fickle, fleeting, ephemeral, faddish, and unfair." Peters says you can thrive in the marketplace if you'll:
"Free the human imagination . . . Get close to and serve the customer. . . Customize products and services . . . Abandon everything; continuously reinvent yourself.. .Access the brainware around you. . . Know the front line . . . Demolish the monolith. . . Create teams that allow people to express their personalities."
Peters says a corporation today must be "curious." Don't expect the personnel in the personnel department to hire curious people. Peters says HR people operate by this unwritten rule:
"Thou shalt not hire a person who has an unexplained nanosecond in their life past the age of three."
They want the person who maintained a 4.0 grade average through graduate school and "has not had an interesting thought in their entire life."
They don't want any people who drop out of college, spend a year and a half in Europe, and offer no explanation. That, says Peters, is just the kind of behavior to look for when you're ready to hire curious people. He adds: "Hire a few genuine off-the-wall types. Collect weirdoes."
Peters says he is totally serious about this: "This is coldly logical stuff." Nobody disagrees that markets are weird, "but how are you going to conquer weird markets with stuffed shirts?"

As the writings of Tom Peters have moved away from the structured management style of "In Search of Excellence" to the disorienting postmod style of "Liberation Management" and "The Pursuit of WOW!", many of the conventional business book reviewers are baffled. Some have even hinted that Tom Peters has gone crazy. Quite the contrary, I find the more recent work -- particularly Liberation Management -- exhilarating reading, very much in tune with the fragmented, hyperreal conditions of today. It is a great herp book, with lots of information. But i guess there are newer version of it on the market...
Still Missing Some Details and Organization (otherwise very good).......2007-02-21
This is generally a VERY good book! Still, given minimal initial knowledge of Herpetology, the book can be somewhat ambiguous and disorganized and is missing a few essential details such as habitat and food for families of reptiles and amphibians in the necessary chapters. It requires more photographs and better taxonomic organization for clarity.

This book covers everything from the basics of herps, to the more advance steps in classification, breeding, and observing. In the most case this book is not a good reference guide for those with a minor understanding of the biology of reptiles, however, for those who know the basics, and are interested enough to continue their learning experiance on an advnaced level, this book is a must. Used in colleges as college text, anyone in the herpetological field in college needs this book!

I really enjoyed this book because of the many aspects the author talked about Elk. It is a step-by-step introduction about Elk and their habitat. Along with the good detail, there are a lot of color photos of the magnificent animal that is Elk. I would recommend this book to anyone who wants to learn about Elk.

Good coverage of all the fundamental aspects of playing tennis. Good photos and illustrations to make the points understandable and clear to the reader. Not much needs to be updated even though the game has evolved because the author stays clear on stressing the right fundamentals in approaching the game.

Very clear and concise. Great info and well laid out. I am a big fan of the Pimsleur Programs, and this was a great supplement along with some others to add to the self study program I was following.

I bought this book three months before my trip to Greece and I found it very helpful. I bought the book alone yet it contains transliterated pronunciation so it becomes really easy to follow it. It is true that you won't learn in seven days (actually the idea is that they teach you the language needed by a group of travellers during their seven-day stay in Greece). You have to invest a lot more than that to grasp the language, but if you are disciplined you will learn just what you need in a trip! It teaches you what you need for every day situations like ordering in a restaurant, booking a room, shopping, finding your way out, etc. Yet this is NOT a simple phrase book. It really teaches you to understand what people tell you and to express yourself not only by repeating boring phrases, but by building up your own sentences in order to say what you need. I strongly recommend it!

This is an excellent book for someone who wants to know just enough Greek to enjoy a vacation. I purchased this book five weeks before a trip to Greece, and found that I could order from a menu, give directions to a taxi driver, read Greek (could not always understand it), and exchange pleasantries. Now, I would like to refresh with this book, and then find an intermediate course to continue learning such a wonderful language!

Both my husband and I found this course very hard to follow. The written text does not follow the tape and you find yourself skipping from page to page and getting frustrated.
We did learn enough Greek to get by on our trip, but I would not purchase this again. I would go with another tape/book combo.

Not as complete as the Teach Yourself Greek or the Colloquial Greek offerings, but still a solid instructional conversational course. Make sure you get the book/cassette combo, not just the book. Designed to deliver conversational skills. Language books fall into two broad groups: those that teach you phrases and go light on the grammar, and those that endeavor for a working knowledge of the entire language. This book falls into the former category, where it does a good job, but while you may gain some useful knowledge in 7 days, you will not be able to master all the material in the book in that time.

This is a simple, streamlined course with the basics--but arranged in such a way that it's easy to glean more than just phrases. The dialogues are realistic and helpful. Following each you are given an opportunity to respond to variations on the scene, composing your own phrases. It can be somewhat confusing if you are expecting the book to follow the audio verbatim--this, too, appears to be purposefully designed to force you to understand what you're hearing and do some of your own thinking.
