                                          As Japan's newfound economic power leads to increased political power, there is concern that Japan may be turning East Asia into a regional economic bloc to rival the U.S. and Europe. In Regionalism and Rivalry, leading economists and political scientists address this concern by looking at three central questions: Is Japan forming a trading bloc in Pacific Asia? Does Japan use foreign direct investment in Southeast Asia to achieve national goals? Does Japan possess the leadership qualities necessary for a nation assuming greater political responsibility in international affairs?

                                          The authors contend that although intraregional trade in East Asia is growing rapidly, a trade bloc is not necessarily forming. They show that the trade increase can be explained entirely by factors independent of discriminatory trading arrangements, such as the rapid growth of East Asian economies. Other chapters look in detail at cases of Japanese direct investment in Southeast Asia and find little evidence of attempts by Japan to use the power of its multinational corporations for political purposes. A third group of papers attempt to gauge Japan's leadership characteristics. They focus on Japan's "technology ideology," its contributions to international public goods, international monetary cooperation, and economic liberalization in East Asia.

                                                  Although it is agreed that the dual development of monetary integration and territorial enlargement are likely to generate profound effects on European spatial structure, in both West and East, much uncertainty centres around the question of what changes will be brought about. This book furthers our economic understanding of the opportunities and challenges offered by these developments. The emphasis is primarily on the economic agenda associated with European integration. Part A reviews the debate on European monetary unification. Economic integration raises many issues, one which is dealt in depth is the issue of convergence versus divergence. Part B centres around the dynamics of cohesion in the EU and the associated regional policies, reflecting on experience from the past and challenges for the future. Part C sheds some light on the complexities of transition and integration of Central and Eastern European countries, the second major challenge being faced by the EU at the turn of the century.

                                                    The recent Asian currency crisis and the launch of the euro have stirred much interest in regional monetary cooperation in East Asia. This paper discusses the rationale and chances for such cooperation. It is argued that, although regional incentives are not strong enough and the political prerequisites for monetary unification are not yet given, almost all economic indicators suggest that East Asian countries are ready for cooperation on economic grounds. Various proposals and institutional initiatives are examined and shown to be either insufficient to cope with currency crises or too limited in their objectives.

                                                      This paper investigates the differentiated employment structures of the European regions, their evolution over time and their implications for economic growth. The analysis focuses on the distribution of employment between the main productive sectors over the period 1983-1997 in 145 regions of the EU. Some clusters of regions which are structurally similar are identified. Finally, in order to show the importance of the economic structure for long-run growth, the productive structures are related to convergence in per-capita incomes. The main results show that convergence and persistence in employment structures may coexist; structural differences are greater within rather than between countries; and, finally, convergence in incomes is improved by the homogenisation of productive structures, although the industrial sector maintains a key role in the growth processes.

                                                          The present article investigates the workers' motion law in China using internal migration data for 29 provinces over two sub-periods 1985-1990 and 1990-1995. We analyze the magnitude of impediments to Chinese workers mobility and the impact of its evolution on labor migration dynamics. We find that migration restrictions decline over time. This evolution is associated with a greater responsiveness of mobility decisions to economic factors, underlining the reinforcement of labor market efficiency.

                                                            The long-run effects of regional integration are analyzed in this book. On the basis of the development of a model of endogenous regional growth (which combines an endogenous growth model with aspects of "new" economic geography) and an empirical analysis of stylized facts for the European case, the monograph looks on mechanisms by which regional integration measures affect long-run growth rates as well as production and trade patterns. Integration measures include trade liberalization, liberalization of factor flows, harmonization of policies as well as an enlargement of an integration bloc. The previous literature has always stressed the importance of such growth rate effects of regional integration, but has not - due to the lack of an appropriate theoretical framework, analyzed these effects in detail. The study present is a step towards closing this gap in the literature.
