What happened during the decade of the 1990s that caused Hawaii's once full economic sails to deflate, leaving the economy in the doldrums? What can Hawaii's leaders do to revive economic growth-or can anything be done? What lessons does this period of prolonged economic stagnation hold for those who care about Hawaii's future?
The author recounts many of the external and internal events that affected Hawaii during the 1990s, their long-term economic impact, and the issues that elected policymakers must address to restart the economy. For example, the economic bubble that derived from Japan's hyper-inflated economy in the late 1980s, and the subsequent pinpricks provided by the Gulf War, the Mainland recession, and Japan's downturn, initiated the unprecedented period of slow growth. After a period of denial, Hawaii leaders began exploring a wide variety of policies designed to remove perceived competitive barriers and to stimulate the economy. These efforts culminated in policy initiatives that may have assured Governor Ben Cayetano's re-election in 1998. Subsequent economic recovery permitted the pursuit of more questionable economic policies, but the tragic events of 9-11 remind us of the tenuous nature of Hawaii's economic recovery.
This highly readable book will challenge students, businesspeople, social scientists, and government leaders to think about the significant issues associated with a near zero-growth economy, and ways in which to revitalize our economy. A fundamental understanding of Hawaii's position in the global economy, and the challenges it poses for public policy, is essential for all citizens before effective decisions can be made on how to move Hawaii's economy forward.

At a snail's pace.......2007-01-02
"Becalmed" is a good word for Hawaii's economic performance during the 1990s.
Except for the odd quarter here and there, the state never had to endure recession, despite hurricanes, wars and Japanese economic troubles.
Over the decade, the state's economy grew at a net of around 1 percent per year, which, compared to the fast pace since statehood, seemed worse than merely standing still.
Christopher Grandy, an economist who worked for the Department of Business, Economic Development & Tourism during most of the '90s, contends the islands "could not have avoided the downturn of the 1990s" because our economy is "open" and dependent on exports -- mostly food and tourism. (Although the tourists come here, economists class the business as an export -- of sun, surf and aloha.)
Being open is a good thing, Grandy says, as can be seen by comparing Hawaii's per capita gross product with anyplace else in the Pacific. We're No. 1, at about $30,000 per person per year, which is around 10 percent better than Singapore, 15 percent better than Japan and a thousand percent better than the Marshall Islands.
But being open also takes Hawaii's future out of its own hands. The state's "economic growth policies hardly leave a trace in the economic statistics," Grandy says.
That, however, is no reason for complacency: "Hawaii must compete or wither."
"Hawai`i Becalmed" is a simple text, written for plain folk, not policy wonks. One nice feature is that Grandy "smoothes" his graphs, which highlights trends better than the bar graphs usually used.
Grandy's little book is a clearly written, easily understood and conventional view of current economic theory. It also displays one of the most frustrating habits of professional economists, especially development economists, who emphasize the big picture.
This is sensible from their point of view: the Pacific economy is driven by Japan and the Mainland United States, the world's second and first largest economies. When Japan sneezes, Hawaii gets a cold.
Except from the consumer level, it wasn't Hawaii that got the cold, it was Waikiki.
There really isn't any "Hawaii economy." The four counties are as dissimilar as any four states.
"Hawai`i Becalmed" is really about Oahu becalmed. The '90s weren't great for Maui, and they were disastrous for Kauai, but these smoothed curves conceal as much as they reveal.
Grandy also manages never to connect the most interesting -- and perhaps the most important -- single economic fact about Hawaii: The total number of tourists nearly reached 7 million by 1989 but has never yet exceeded that number. (2007 update: it did so in 2006, but just barely.)
The total fell following the Gulf War, rebounded and fell again after Sept. 11, 2001. But the total never dropped very much.
There is no simple explanation for this phenomenon. Why is Hawaii's plateau 7 million and not 6 million or 10 million?
During the period of stasis, the U.S. economy just about doubled in output. U.S. tourism to Hawaii didn't double.
Does that mean that Hawaii is not attractive? Well, no. Up to three of five tourists in Hawaii are repeaters.
Although Grandy does not come to grips with this issue, his analysis comes to more or less the same outcome as if he had. He warns that while government can do little to boost an economy, it can easily wreck one.
He deplores the tendencies to close the islands' economy. "We fail to recognize the dangers of policies framed in the appealing language of 'family' or 'local business' or 'tradition,' " he writes.
"But such policies also come with costs that we should recognize. Only if we weigh both the benefits and the costs will we make wise decisions."

The law of utilities and energy is quite varied and complex. The type of services being provided the customer are themselves different: from electricity to natural gas, water and sewer to telephones and telecommunications, not to mention the distribution of fuels such as oil, propane, kerosene, coal, wood and LPG. Many providers traditionally been regulated by state as utilities, there is also a growing trend to deregulate.
