    This book offers an account of the performance of the welfare state in the European Union, and explores its future prospects in an ever evolving setting. The objectives of the welfare state are twofold: to relieve poverty and to provide a sense of security for everyone. It can be shown that over the last four decades the welfare state has been quite successful in achieving these objectives, more visibly in the Nordic countries than in the Southern or the Anglo-Saxon ones. But today the welfare state is at a crossroad. It is facing a variety of challenges that include demographic aging, the changing role of families, increased opportunism, economic integration and declining job security. All these challenges call for a drastic reform of the welfare state, one that requires more control of abuses and more accountability. The authors that it is crucial that all the components of the welfare state be made as efficient as possible, and that if a choice has to be made between alleviating poverty and protecting individuals against lifetime risks, priority should be given to the first objective. This book devotes a chapter to each of the main social protection programs: health care, unemployment insurance, pensions and child policies. In addition, special consideration is given throughout to the necessary interdependence among the State, the market and the family.

      This book provides a major new examination of the current dilemmas of liberal anti-racist policies in European societies, linking two discourses that are normally quite separate in social science: immigration and ethnic relations research on the one hand, and the political economy of the welfare state on the other. The authors rephrase Gunnar Myrdal's questions in An American Dilemma with reference to Europe's current dual crisis - that of the established welfare state facing a declining capacity to maintain equity, and that of the nation state unable to accommodate incremental ethnic diversity. They compare developments across the European Union with the contemporary US experience of poverty, race, and class. They highlight the major moral-political dilemma emerging across the EU out of the discord between declared ideals of citizenship and actual exclusion from civil, political, and social rights. Pursuing this overall European predicament, the authors provide a critical scrutiny of the EU's growing policy involvement in the fields of international migration, integration, discrimination, and racism. They relate current policy issues to overall processes of economic integration and efforts to develop a European 'social dimension'. Drawing on case-study analysis of migration, the changing welfare state, and labour markets in the UK, Germany, Italy, and Sweden, the book charts the immense variety of Europe's social and political landscape. Trends of divergence and convergence between single countries are related to the European Union's emerging policies for diversity and social inclusion. It is, among other things, the plurality of national histories and contemporary trajectories that makes the European Union's predicament of migration, welfare, and citizenship different from the American experience. These reasons also account in part for why it is exceedingly difficult to advance concerted and consistent approaches to one of the most pressing policy issues of our time. Very few of the existing sociological texts which compare different European societies on specific topics are accessible to a broad range of scholars and students. The European Societies series will help to fill this gap in the literature, and attempt to answer questions such as: Is there really such a thing as a 'European model' of society? Do the economic and political integration processes of the European Union also imply convergence in more general aspects of social life, such a family or religious behaviour? What do the societies of Western Europe have in common with those further to the East? This series will cover the main social institutions, although not every author will cover the full range of European countries. As well as surveying existing knowledge in a manner useful to students, each book will also seek to contribute to our growing knowledge of what remains in many respects a sociologically unknown continent. The authors of this book have compiled a major contribution to the analysis of the impact of international organizations on national welfare states, widening the scope of traditional analyses of national welfare state development.

                    The aim of this book is to examine the changing nature of the European social model and its capacity to deal with both domestic and external challenges in the early 21st Century. A popular view is that West European welfare states are crumbling under pressure from external competition, while the globalization of production and finance, combined with the policy constraints of EMU, have all reduced the capacity of the state for implementing corrective remedies. More and more frequently, efficiency and equality, growth and redistribution, competitiveness and solidarity are referred to as polar opposites that can only thrive at each other's expenses. The argument in this report is much more nuanced - and optimistic. The authors counter the argument that welfare states are crumbling under external and domestically-generated pressures, they correct the view that national states are increasingly impotent to deal with the range of challenges that confront them, and they emphasize the importance of appreciating the different problems and potential for reform of Europe's clusters of welfare states for accurate analysis, comparison, and policy prescription. The scope for policy innovation lies between the twin constraints of preserving social justice objectives and solving those fiscal and policy failure problems that undermine economic imperatives - at both the macro and the micro level. Yet there is still scope for much innovation in the policy mix in reconciling these objectives. Moving forward with this agenda requires considerable imagination in defining that policy mix as well as substantial investment in new institutional arrangements. As this book stresses, the search for new solutions can be greatly helped by supranational mechanisms of co-ordination and evaluation, as well as by processes of mutual observation and learning. If European societies wish to reset themselves on a course of just growth, they will have not only to re-adapt their welfare institutions to the new context, but must also increase their adaptability as such, enhancing their social and policy learning capabilities and inaugurating novel institutional combinations between security and flexibility.

                      I strongly, strongly recommend this book for any law student taking an income tax course who has no experience in accounting. I read this book in the beginning of the class- it's relatively short and incredibly readable- and it made the actual class a breeze. Like most law school subjects, it's easy to lose the forest for the trees, and starting off with this book will let you understand how things fit together before you start slogging through- and get lost in- the Code.

                      As a corollary to that, this book is basically useless as an exam prep; it's too much of a general survey of the topic, and if you're using this to prep for your final you are in deep trouble. However, if you just signed up for tax in the winter term, buy this book and read it over break- it'll take you a day or two, and you'll be glad you did.

                      If you get a kick out of the legal writers who make no attempt to hide their arrogance (Scalia comes to mind), then you will enjoy reading Professor Marv. You get the feeling that he often wonders to himself what it's like to be stupid.

                      Even if you don't take to his "burdened genius" persona, it won't prevent you from seeing new ways of looking at concepts in addition what your casebook provides. He wrote this as a "universal supplement," and has taken care to avoid a retread of any of the major texts.

                      Unlike previous editions, according to the author, this one has a Q & A section at the end of every chapter. They're useful exercises, especially since they have answers and explanations, unlike most casebooks.

                      This book comes as advertised. It's a clear, succinct, helpful, and occasionally witty introduction to the law of federal income taxation. Chirelstein has a rare talent for making the sometime inscrutable rules of tax law accessible to even the most tax-phobic law student. Particularly useful are his examples (even his charts and numbers are easy and helpful!) and "Loose ends," in which he ties up a particular chapter or subchapter with some point of clarification that makes so much sense you're just sure your professor is going to have something about it on the exam. Which also bears a point of warning: law professors read it too! Beware of using it as your principal text, as, thorough as it is, the book does not cover all the cases and doctrines of tax law. I know firsthand that clever professors can and do write Chirelstein-proof exams.

I recommend it to law students, young tax lawyers and other professionals that need to develop a good foundation of basic tax law concepts. The framework this title will help you develop will be of great assistance in learning how to think about tax issues and understanding more specialized areas of the law.
