    During the media frenzy over the Millennium celebrations, there was little mention of the fact that, for the majority of the world, there was no Millennium at all. This linear understanding of time is a specifically Western - and Christian - concept. This is just one example of the homogenization of knowledge that Vinay Lal uses to demonstrate that nearly every idea which we take for granted in the west is part of a politics of ideas. Oppression is usually associated with class struggle, military power, and other forms of economic monopoly. Lal looks beyond this, deconstructing the cultural assumptions that have emerged alongside capitalism, to offer a devastating critique of the politics of knowledge at the heart of all powerbroking.

    Other topics examined are the concept of "development", which has created a generally accepted hierarchy of "developed" and "developing" countries, providing a mandate for surreptitious colonization; and the idea of the 'nation state', something we have lived with for no more than two centuries, yet is accepted without question. Linking this to the emergence of 'international governance' through the United Nations, the US, and imperial economic bodies (such as the International Monetary Fund and the World Trade Organization), Lal explains how such universalisms came to dominate the trajectory of Western thought. "No More Requiems" is an impassioned account of the need to move towards an emancipatory politics of plurality and democracy that reveals which competing categories of knowledge can claim our allegiance for the future.

      The book is a good reference and gives good insight of the Korean economy system and mentality. It is also a good introduction of Korean economy to people who are new to this issue.

      There's nothing quite like getting an insider's view. Song provides this, having worked for the Korea Development Institute, and by just having been a Korean living in the country at the time. Most other English language accounts are given by foreigners who have spent a few years in the country, so Song has quite an advantage over them. He does overlook the darker side of the 'miracle' though, but you can find out all about that in a book like 'Troubled Tiger' my Mark Clifford. Bear in mind too, that Song is an academic, and so you won't find many interesting anecdotes here. But, like all good academics, he uses a wealth of hard data to back up his assertions, and provides interesting explanations of different aspects of the Korean economy. A great reference.

                In 2000, homeownership in the United States stood at an all-time high of 67.4 percent, but the homeownership rate was more than 50 percent higher for non-Hispanic whites than for blacks or Hispanics. Homeownership is the most common method for wealth accumulation and is viewed as critical for access to the most desirable communities and most comprehensive public services. Homeownership and mortgage lending are linked, of course, as the vast majority of home purchases are made with the help of a mortgage loan. Barriers to obtaining a mortgage represent obstacles to attaining the American dream of owning one’s own home. These barriers take on added urgency when they are related to race or ethnicity.

                In this book Stephen Ross and John Yinger discuss what has been learned about mortgage-lending discrimination in recent years. They re-analyze existing loan-approval and loan-performance data and devise new tests for detecting discrimination in contemporary mortgage markets. They provide an in-depth review of the 1996 Boston Fed Study and its critics, along with new evidence that the minority-white loan-approval disparities in the Boston data represent discrimination, not variation in underwriting standards that can be justified on business grounds. Their analysis also reveals several major weaknesses in the current fair-lending enforcement system, namely, that it entirely overlooks one of the two main types of discrimination (disparate impact), misses many cases of the other main type (disparate treatment), and insulates some discriminating lenders from investigation. Ross and Yinger devise new procedures to overcome these weaknesses and show how the procedures can also be applied to discrimination in loan-pricing and credit-scoring.

                I work as a consultant for banking clients. Hope that does not influence this review too much.

                The authors have prepared the best summary available of the economic and statistical evidence regarding potential racial discrimination in approving mortgages. This book is a replacement for approximately two file drawers of published and unpublished studies that I have collected for approximately five years.

                It has its limitations though. Most of all, it is a specialized monograph for a specialist audience. Even though it is aimed at influencing the behavior of the banking industry, most managers and policymakers in that industry will find this volume tough going.

                Second, the authors seem to have the opinion that the financial industry rather actively seeks to avoid lending to certain minority groups. This seems naive, in that there are lots of laws that make such policies risky and also because the industry has invested heavily in compliance managers and employee training to resolve such problems. The industry may not be perfect but it is not actively avoiding its responsibility for equitable lending policies. I don't think their perspective mars their analysis but I do think that the same outcome could have been produced with a less accusatory tone.

                Third, the policy recommendations offered may not be as workable as the authors imply, since the data requirements for implementing their proposed statistical tests would actually be quite demanding and perhaps beyond the legal authority of the banking regulators.

                Nonetheless, this is a very valuable book because it is the first to make an authoritative stab at consolidating the economic knowledge about a very difficult topic. If you're just trained as a generalist in this topic, the policy chapters will still be useful but you'll need to pass the book along to a colleague specializing in economic and statistical research to gain full value from both the critique and the recommendations for new statistical tests.

                      Squires and O'Conner argue that the lending gap is narrowing in Milwaukee, WI. However, this is a slow process. The authors highlight that the narrowing of the lending gap has come about in response to advocacy at the local and national levels. Despite progress, efforts to improve access to capital in inner-cities are complicated by persistent opposition in policy circles and consolidation in the banking industry. If current trends continue, the outlook for inner cities is bleak, at best it may take in excess of 140 years for blacks and whites to have equal access to capital. However, Squires and O'Conner map out a course for improving the odds. In their chapters they indicate that the solution to the lending problem lies in a combination of: new lending products, mortgage counceling, affirmitive action hiring in banks, the location of more branches in inner city communities, and stronger CRA legislation.

                            From the supplier: Progressive Corp is denying lower-cost, preferred automobile insurance to applicants who lack credit cards or who only have credit cards that the insurer does not find acceptable. Preferred auto insurance has premia that is 10% to 15% lower than the insurance Progressive will issue to applicants who fail to make the grade. State insurance regulators believe that Progressive is using credit cards as an underwriting criteria as a means of avoiding making more thorough credit checks. By failing to look at applicants' full credit history, Progressive may be engaging in discrimination.
