This book contains a range of essays on topics in the emerging field of "constitutional political economy". This field of enquiry is strongly associated with the name of James M. Buchanan whose research program has been the point of departure for this field. The essays are a selection of those written by colleagues and researchers in the field to honor Buchanan on the occasion of his 80th birthday. They cover a wide range of topics but fall primarily into two sets: one set dealing with methodological aspects of the c.p.e. approach; the other dealing with specific applications in a variety of policy areas, ranging from "economic transformation" to monetary policy regimes to health care. One particular issue in the methodological area relates to the model of motivation used - and more especially, the role of "morality" in economic and political behavior. The five essays on this topic make up one of the sections of the book, and justify reference to the issue in the volume's title.

Illinois political scandals reached new depths in the 1960s and '70s. In Illinois Justice, Ken Manaster takes us behind the scenes of one of the most spectacular. The so-called Scandal of 1969 not only spelled the end of an Illinois Supreme Court justice's aspirations to the U.S. Supreme Court, but also marked the beginning of little-known lawyer John Paul Stevens's rise to the high court.
In 1969, citizen gadfly Sherman Skolnick accused the chief justice and another Illinois Supreme Court justice of accepting valuable bank stock from an influential Chicago lawyer in exchange for deciding an important case in the lawyer's favor. The feverish media coverage that resulted-a scandalous story in its own right, as Manaster reveals-prompted the state supreme court to appoint a special commission to investigate. Within six weeks and on a shoestring budget, the commission gathered a small volunteer staff and revealed the true facts. Stevens, then a relatively unknown Chicago lawyer, served as chief counsel. His work on this investigation would launch him into the public spotlight and onto the bench.
Manaster, who served on the commission, tells the real story of the investigation, detailing the dead ends, tactics, and triumphs. At the heart of the book is the tense courtroom drama that unfolded in July 1969. Manaster expertly traces Stevens's masterful courtroom strategies, and vividly portrays the high-profile personalities involved (almost every member of the Illinois Supreme Court took the stand), as well as the subtleties of judicial corruption. With a reflective foreword by Justice Stevens himself, Manaster's book is both a fascinating chapter of political history and a revealing portrait of the early career of a Supreme Court justice.

When Independent Counsel Had Integrity.......2003-10-21
Manaster's book is a extraordinary exploration into the original intent of the independent counsel's function without the political agendas that have come to contaminate its usefulness in recent years. In careful detail, Manaster decribes how Stephens tailored the proceedings to investigate and answer questions related to one incident and one incident only. By avoiding an open ended fishing expedition, justice worked with economy and integrity to bring down a corrupt judiciary. Manaster's careful attention to detail is a textbook study on how to investigate and conduct an inquiry of this nature and importance. It's telling how Kenneth Starr's name is never mentioned in Manaster's book nor are any contemporary incidents yet a previous reviewer has read some bias into Manaster's book. Far from the truth. This is as truthful and straightforward a presentation as you can get. The cast of characters is worthy of a movie, from powerful liable attorney's nervous about taking on powerful politicians to an alienated gadfly devoted to seeing justice done. It's an extraordinary period piece as we witness the Chicago Democratic Convention violance simultaneously with the rise of one of the great judicial thinkers of our time. This a must read for anyone involved in proceedings of this weight and general readers who have lost hope in the judicial system's ability to find the truth. This book proves it can be done.
A Book That Should be a Footnote.......2003-07-09
This book, as its title indicates, details a scandal in the Illinois judiciary in 1969. A local political rabble-rouser found evidence that two state supreme court justices were corrupt. Future U.S. Supreme Court Associate Justice John Paul Stevens led a special investigation into the matter and eventually forced the resignation of the two justices.
A book on this sort of topic is certainly not likely to be suited for a wide audience, and this book is no exception. However, it would be worthwhile as a piece of historical literature if not for the implicit (and explicit) liberal bias.
As other reviewers have noted, parts of the piece are simply attacks on Kenneth Starr and his investigation of President Clinton. It is a shame that a book on such a narrow topic would be so filled with bias, since it is likely no other book will ever be written on this incident that will neutralize the bias.
If you're a liberal ideologue, which you probably are if you're interested in John Paul Stevens, buy this book. I'm not, and therefore found the book to be basically useless.

The book analyses the history and the major economic features of the Vietnamese reform process. It focuses on the reform of enterprises and the financial sector and gives an overall picture of the reform efforts in the areas of rural development, the social sectors and environmental policy. Despite the early successes of the reforms, the transformation process is by far incomplete. Vietnam is still in the beginning of a long and difficult transition from a low-income economy to a status equivalent to its ASEAN partners. The government still has to implement complex structural reforms in the state enterprises and the banking sector, and it has to correct the regional and social imbalances which occurred during the first phase of transformation. Only through the unequivocal support of the private sector will it be possible to exploit the potential benefits of the integration into the East Asia region and the world economy.

Identity theft is the fastest growing consumer threat in America. The explosion of computer and graphics technology has made it a much easier crime to perpetrate than in the past. It is the sort of crime that can happen to anyone, and be perpetrated by anyone.
The most practical documents to obtain for an identity thief are a Social Security Card or a driver's license (usually stolen and altered). With those, anything is possible, from getting new credit cards to cleaning out bank accounts. Administration of these systems is chaotic, and faking is easy.
The lead federal agency dealing with identity theft is the Federal Trade Commission. A problem with any federal investigation of a specific case is that the amounts are usually small, perhaps a few thousand dollars, and the victim and perpetrator usually live in different states (cost efficiency and jurisdiction). Therefore, the first responder will most likely be the local police department.
Preventing identity theft starts with the consumer. It is not possible to fill in all ID "holes," but things can be done, like safeguarding personal information, to make a thief go elsewhere. The consumer is responsible for notifying the authorities of illegal activity; the bank or credit card won't do it. Clean out your wallet or purse. Keep a photocopy of your license, credit cards, etc. in a safe place, in case it is stolen. Get things like bank account numbers, PIN numbers, passports and birth certificates out of there, and into a fireproof box at home. When ID theft is discovered, document all letters and phone calls, no matter what.
This book is excellent. It's small, so it can easily fit in a pocket or purse, and it is packed with easy to understand information. For those who are concerned about, or are victims of, ID theft, this is very much worth reading.
Critical Info, Told in Context.......2005-10-19
This is the best book that I've found on this subject.
Lots of people are worried about ID theft. But the truth is not very many understand exactly what the crime is and how it works. This book explains both--in good detail, but also in plain English.
The book is full of case studies and preventive steps you can take for reducing your risk of having your ID stolen. But it also makes the important point that preventing ID theft is mostly a matter of changing your lifestyle. Being willing to be a little difficult or uncooperative when people ask for your credit card or--more importantly--your Social Security number in everyday business transactions.
Learning...and being willing...to say "No" is a key part of mindset you need to stay secure. This book does an excellent job of explaining that.
Why pay? .......2005-04-25
Three key problems I found with this book:
1. It is wordy and the key useful material doesn't stick out or appear all together.
2. There isn't much useful material.
3. You may be easily able to obtain equivalent or better info free.
I haven't read any other book on identity theft. And I haven't made any study of identity theft. But, after reading this book, I went thru and made a list of material that seemed useful. From the list, I crossed out precautions I was already aware of. I was left with 1 item, all the others may be good reminders but only the 1 item was something I wasn't aware of and am grateful to be. But even that one wasn't that big a deal.
The free brochure my state representative sent me had about as much useful material. And I quickly just found a government web site on identify theft that seems more useful than this book.
Mostly what I learned from this book was how easy identity theft can be for those who are willing to break the law, even if one tries to prevent it. So I appreciate that lesson from this book, but it appears that info of equivalent or greater value is readily obtainable free and seems to have been since this book appeared in 2004.
