        Very useful as un update and to undertand the prospects of future integration in this developing region.

              The European Union stands out as one of the regions of the world that has most explicitly and deliberately attempted to reduce regional disparities within its membership. How effective this effort has been is a matter of open debate. The current enlargement of the European Union (EU) to less affluent new members gives rise to a fresh set of questions:

              How can the cohesion objective best be advanced in a context where initial income disparities will now be greater?

              Will the accession process cause the income of the poorer regions to converge towards EU standards or, to the contrary, will prevailing disparities be exacerbated in the process?

              What, if anything, can the new members do about this? What help can they expect from the EU structural funds, and how should the funds be applied to maximize the cohesion objective?

              To answer these questions, the World Bank, the Bertelsmann Foundation, and the CIDOB Foundation brought together leading scholars, senior policy-makers, and practitioners from existing and new EU member countries, as well as representatives from the European Commission to a conference in Barcelona in October 2002.               The function of regional policy is to stimulate growth in less developed areas as to best benefit from economic integration. While the overall objective is clear, the actual implementation raises a series of issues. Targeting regional inequalities should not be confused with reducing individual income inequalities. Consequently, rather than serving an income redistribution purpose, the goal is to generate sustained growth in less developed regions. While a series of income transfers may induce a succession of temporary reductions in regional discrepancies, it must not be mistaken with triggering sustained regional convergence, which would be the successful conclusion of regional policy. Therefore, it is also critical to appropriately define the territorial units being compared, as to avoid targeting inescapable regional differences that are not a result of underdevelopment. This book brings together the views of leading academics, European Commission representatives and senior policy makers from national governments in charge or regional policy. The papers organized in this volume are the results of the discussions held at a conference on regional policy held in Barcelona and jointly organized by the World Bank, the Bertelsmann Foundation and the CIDOB foundation. In an effort to draw policy lessons for the new members of the European Union, the concurring lesson was that it is not investment per se that leads to growth, but when the appropriate national policies for growth are implemented, investment follows. These include avoiding permanent income transfers and other obstacles to labor market flexibility and creating a favorable environment to attract private investments.

                                            Social pacts have long been a centerpiece of European politics. They are characterized by negotiations among government, employers, workers, and other interest groups over wages and other economic issues. With the growth of globalization, some economists have called for a reduced role of social pacts and centralized wage bargaining, to be replaced by increased flexibility in labor agreements; others argue in favor of social pacts. In this book leading European economists examine the current status of social pacts and their future. Particular focus is placed on the role of trade unions, and the positive role they can play for economic and social stability by agreeing to set wages on the basis of a target rate of inflation. This was the argument of Ezio Tarantelli, a young Italian economist killed by Red Brigades in 1985. As the European Union expands and social change accelerates, this insightful book will be of interest to all concerned with social and economic developments across Europe.

                                                I bought a copy of this book because I had read one of Graham's sales columns in a trade magazine. I was impressed with his column and even more impressed with the book.
                                                It's filled with practical advice on how to get out and get moving. No fluffy stuff. No acronyms or gimmicky-type jargon. Just ideas and motivation that got me going again.
                                                It's not the type of book that you'll read cover to cover. Because every page has a different item, you'll want to skip around.
                                                I'd recommend it for salespeople (and for salespeople to give to their managers!)
