Everyone knows that the current tax system is unfair. Some of the richest people in America pay no tax, while a huge share of the tax burden falls on the rest of us. A mere glance at the tax code confirms that it is far too complex, with volumes of rules that no ordinary person could possibly comprehend. What is to be done? Some conservatives have called for a so-called flat tax. But a flat tax is not necessarily a simple tax, and "flat" means "more" for most taxpayers: a rise in middle-class taxes to finance tax cuts for the rich. Is there another choice?
In clear, easy-to-understand language, Edward J. McCaffery proposes a straightforward and fair alternative. A "fair not flat" tax that is consistent and progressive would tax spending, not income and savings. And if it were collected at its lower levels through a national sales tax, most people would not have to file a return. A supplemental tax on spending for the wealthiest individuals would make the national sales tax progressive. Under McCaffery's system, a family of four would pay no tax on their first $20,000 in spending, and 15 percent on the next $60,000. Only the few families who spend more than $80,000 a year would be subject to the supplemental tax. Necessities would be taxed less than ordinary and luxury items. No one would be taxed directly on savings. The estate and gift or so-called death tax would be abolished, for the simple reason that dead people don't spend. The "fair not flat" tax would fall on heirs when and as they spend their good fortune. Perhaps best of all, most Americans would not have to fill out tax returns.

McCaffrey's on the right track. Consumption taxes are much better for everyone, from many different perspectives. He does a good job of tracking the history of taxation in the United States; most people don't realize that we haven't had an income tax very long, and our forefathers didn't want an income tax. In fact, it took a constitutional amendment in 1913 to even permit an income tax. However, McCaffery's plan is still too complicated, and prone to wreaking havoc on specific sectors of the economy. The FairTax, as outlined in Rep. John Linder's "The FairTax Book," is superior to and simpler than McCaffery's "Fair not Flat" tax, and maintains progressivity that completely untaxes the poor. And FairTax is much closer to reality, since it's an actual bill in Congress right now (HR 25 and S 25), and it has over 50 co-sponsoring Representatives and Senators. McCaffery should use his talents in the tax policy arena to help support FairTax, which already has a nationwide grassroots network over 700,000 strong. Just get "The Fair Tax Book" or the new paperback update. It explains it better and describes real legislation before the congress right now. Tell your elected officials to support HR25 or SB25 and force a vote on it. It starts with abolishing the IRS and replacing all taxes with a progressive version of a national sales tax. Everybody pays after a pre-bate refund to cover basic poverty level spending tax. Everybody (rich people, drug dealers, illegal aliens, you, and me) pays when buying new goods. Even funds Social Security! Read the book. Call the politicians. Demand action.

Normally I pass by the business books on my way to the science books but this one caught my eye. I was skeptical but he convinced me.

It's a tax on consumption that is not flat like a sales tax. Every year you would fill out a form as you do now. Poor and many middle class people spend all they earn so they would end out much as now. Rich come in two types,
(1) those who luxuriate and (2) those who build businesses (and jobs!). They would come out very differently!

The idea is that you spend what you earn plus what you borrow minus what you save. Financial institutions would report borrowing and saving on forms like W-2 so you would compute your consumption from that plus earnings.

He wasn't very clear (anyway, I wasn't) about the example of buying a house. I believe on a $270,000 house you would be effectively spending $10,000/year for 27 years and this expenditure could be taxed at a progressive rate. There would be no capital gains taxes (because they are mostly inflation taxes).

Every American pays taxes in one form or another, but not many of us understand its broader social policy implications. I read this book and it gave me a working understanding of how the dry old tax system affects broader human behavior: How tax affects how each of us saves, spends and invests. Ultimately, the tax system is about what values we as a society want to promote. Here, McCaffery explains how the tax system is wrong-headed by encouraging spending and discouraging saving and challenges us to rethink age-old liberal assumption regarding taxing income, rather than consumption. While a consumption tax is not a new idea and McCaffery certainly is not the architect of it, McCaffery does a good job of synthesizing the literature on taxes and challenges us to rethink the values behind our current tax code.

      Besides being enjoyable to read, "Starting Your First Business" provides a wealth of practical advice. Perhaps the most valuable parts are the candid anecdotes from the author's own experiences as a serial entrepreneur. They include not only some great ideas that any business can adapt, but also some painful lessons learned that a less humble author would likely have left out. I only wish I had read this book before I started my own business.

      Here's a business start-up book that truly "tells it like it is." Even though it's part of The American Dream Series, author Jim Sapp "gets real" right away, urging new business starter-uppers to do some heavy soul-searching and personality assessment. Following your dreams is one thing, but owning and operating your own business certainly can't be done with a dreamy attitude. Business ownership isn't for everyone, says Sapp, especially not the indecisive, pessimistic, or otherwise faint of heart. He sprinkles the book with frank "Reality Checks" and warnings about the difficulties, stress, and need for careful research, planning and resource gathering. With suggestions like forming an advisory board, using SCORE (Service Corps of Retired Executives), and applying for SBA (Small Business Administration) loans, Sapp is all about using available resources and assistance, including his own products -- his www.sappbizz.com website offers many helpful documents and forms, including and a free Business Plan Checklist.       Starting Your First Business is a great book for anyone who is thinking about starting their own business or for those who have a small business. Author Jim Sapp gives "real world" advice on what to expect so you can prepare yourself to run your own business. He is honest and candid about what works and what you can expect if you operate your own business. Just because you've worked for a big company or any company for that matter, it doesn't mean that you truly understand what it takes to run your own business.         This book is invalualble in any business continuity professional's library. It is an excellennt, and detailed reference on how to plan and execute crisis communications that show "Control, Confidence, Care, and Concern". For anybody studying for the CBCP or other certifications, this book is a must read. This book is a very practical tool to use and includes examples of what to do and say, and what not to do and say.

        I am a PMP, a CISSP, and am preparing for my CBCP. I feel that this book has given me an edge in the "Crisis Communications" professional practice area for the exam. I highly recommend this book.

        This is a very unique and practical book with a singular purpose - to help you answer the question from a workplace preparedness perspective: `What should your company do when something highly unexpected happens - like the September 11 attacks or a Hurricane?'

        This book is full of practical advice that is split into two parts. The first part deals with Response and the second part deals with Preparedness. None of us imagines that something bad could happen at our workplace but everyday it happens in somebody's workplace. So why can't it happen in yours? And the answer is that it can happen anywhere so it really helps to be prepared.

        As you read the book, you will encounter lists after lists of a step by step approach to a particular issue associated with disasters at your workplace. For example - pages 30 to 33 address how to immediately respond to such a disastrous event with a checklist of descriptions followed by a giant checklist of all the actions you need to take.

        I was at first hesitant to read this book as I didn't really see it as something requiring my immediate attention but if I waited till I needed this book, it would be too late. So I decided to finally pick up this book and started skimming it. That's when I realized that one can't afford to wait to read a book of this nature. You are better off reading it right away so you don't have to scramble to find it when you really need it!

        This book is about being prepared so if you own a business or manage a workplace this book is necessary reading. The author is an experienced Crisis Management professional that has helped businesses handle many high profile disasters like the World Trade Center bombing in 1993 and Hurricane Andrew. So the information is coming from a highly credible source who now has over a 1,000 clients that utilize his services.

        This is a terrific book that will help anyone in a management position better prepare for a crisis. I believe it is the best book I have read on the subject - most tend to be dry and technical, but this was actually hard to put down. The combination of advice from actual crisis Mr. Blythe has responded to along with a systematic approach to preparing for a crisis before it happens is both practical and insightful.

        Disaster recovery planning is traditionally focused on finding an alternative worksite, getting the necessary computer systems back up and running and giving employees the equipment they need to get back to work. Unfortunately, the employees themselves have often been overlooked or treated like any other resource necessary to get the job done. It generally takes an actual crisis to expose this falicy and point out to management and disaster recovery planners how very different the human element really is. This book is by far the best "How To Do It" book to come out in years on this most important of issues in disaster recovery planning and crisis management. It is laid out in a logical and progressive manner and leaves no stone unturned in addressing the most important issues of how do we get the people back to work. No tricks here, no management prospective, just genuine concern for the physical, mental, and emotional well- being of our fellow human beings. This is a must-read if you're serious about doing a complete job in the area of disaster recovery planning and crisis management.

        When I first became interested in grantwriting, I bought this book and committed it to memory. The book gave me a base of knowledge that I used to get my first fundraising job a few months later. The authors consider, among other issues, the influential role of trade in the region, macroeconomic management, income, capital, labor productivity, technology and investment.

                    This book seeks to account for what James H. Gapinski calls the "miraculous" growth of Asian economies. He examines several major determinants of growth, including capital quantity (gross investment and physical depreciation), capital quality (embodied technical progress), labor quantity (employment), labor quality (education), international trade (exports and openness), and total factor productivity (growth not accounted for by capital and labor quantity). The book begins by providing an orientation to the region, discussing basic conditions and historical events. Part II gives the theory, facts, and explanation of growth, a main issue being productivity convergence. The author's analysis of growth determinants provides a natural framework from which to examine major issues that bear on Asian Pacific growth in the future, so the third part examines Hong Kong's growth under reversion to China and inquires into the growth consequences of the Asian currency crisis. Along the way, Gapinski examines implications for policy-makers of the current growth trends.
