Book Description

In this volume, based on a week-long symposium at the University of Munich's Center for Economic Studies, two leading scholars of governmental economics debate their divergent perspectives on the role of government and its fiscal functions.

James M. Buchanan, who was influential in developing the research program in public choice, concentrates on the imperfections of the political process and stresses the need for rules to restrain governmental interference. Richard A. Musgrave, a founder of modern public finance, points to market failures and inequities that call for corrective public policies. They apply their differing economic and political philosophies to a variety of key issues. Each presentation is followed by a response and general discussion.

4 out of 5 stars Worth reading, but avoids the underlying disagreements.......2000-09-26

I had high hopes for this book; the transcript of a symposium featuring a back-and-forth dialogue of sorts by two leading thinkers in the area of public choice and finance would seem ideal, and as an introduction to the field, it was quite good. Where it fell short is in offering an analysis of the ideas on which the differences between the participants' views lay. Rather, one tended to offer his outlook on, say, the proper redistributive function of a government, or whether brakes on power are best set at the constitutional level, and the other would offer his views. So there was very little in the way of attacking the weak points of each other's arguments directly. Put simply, Buchanan does not trust people in positions of power, while Musgrave does. Buchanan's work usually involves modeling how things work, while Musgrave looks at how he thinks things should be. But there is little exploration of the basis for, for instance, Musgrave's frequent assertions that, well, things tend to be this way and we aren't happy with that so you see we need government intervention. He just goes on, and then when it is Buchanan's turn, he goes on. And the book is rather philosophical in nature; while there is a lot of economics jargon throughout, the overall level is general. It all just seemed a bit too civil. A good enough book, but perhaps a subscription to Critical Review would be a better place to look for more penetrating discussions of the topics at hand.

A rollicking tour behind the scenes of the tobacco wars, this captivating account reads like a true-crime thriller, complete with unforgettable characters and fast-paced drama. At the center of the action is Ron Motley, a handsome multimillionaire attorney who conducted class-action lawsuits in five states against cigarette makers. His thrill for the hunt is matched only by his monster ego and his use of outrageous metaphors, delivered in a South Carolina drawl. (His verdict for one particularly ineffective assistant: She's "as useless as tits on a bull.") There's the Philip Morris researcher who commits suicide by ingesting liquid nicotine, setting off a round of soul-searching among her fellow scientists; and there's "Deep Cough," code name for the manager at R.J. Reynolds who leaks information about the tobacco manufacturer's secret manipulation of nicotine to addict smokers. Sprinkled throughout are death threats, stolen documents, secret European laboratories, and wiretaps. Who would have thought that tobacco trial history and legislation could be so thrilling? Dan Zegart, who has written for Ms. and The Nation, spent five years traveling with Motley and his merry gang of supporters to deliver this colorful eyewitness account. The result is an impressive, convincing case against the tobacco industry that's straightforward and free of histrionics. If you enjoyed The Insider, the 1999 movie about a whistleblower at Brown & Williamson Tobacco, or followed the nasty internal battle at CBS over 60 Minutes's efforts to report the story, then you'll be overwhelmed by Civil Warriors. The Insider is but a chapter in this complex, comprehensive history. --Jodi Mailander Farrell

      Book Description

A landmark narrative of an epic legal battle, Civil Warriors is the gripping behind-the-scenes account of how one tenacious lawyer led the charge against the titans of the tobacco industry.

Drawing on five years of eyewitness reporting, thousands of pages of internal documents, and riveting firsthand stories of plaintiffs, lawyers, jurors, and scientists, Civil Warriors weaves the compelling story of attorney Ron Motley, who, along with other die-hard lawyers, scientists, and tobacco-busters, fought tirelessly to bring the tobacco industry to justice.

Taking us onto the front lines of Motley’s crusade, investigative journalist Dan Zegart follows the attorney to a dangerous underworld where maverick scientists and corporate whistle-blowers step from the shadows to reveal the truth behind the industry “spin.”

We meet the unforgettable cast of characters that draw Motley on toward his goals ... the mysterious ex-Reynolds employee known as “Deep Cough,” who told where evidence on nicotine-laced tobacco was hidden ... the researchers who proved the addictive nature of nicotine — and were advised by the FBI to check their cars for bombs every morning.

And we witness how Ron Motley led his quest for truth, justice, and hundred-billion-dollar awards ... to penetrate, finally, the “control room of the conspiracy,” an inner circle of lawyers who protected tobacco for thirty years. Civil Warriors is at once a grand adventure and a towering work of investigative journalism — an eye-opening report on the way justice really works in America today.

3 out of 5 stars Not the best on the topic.......2007-03-16

This book was OK, but not great. I think a better book on the topic is "Up In Smoke: From Legislation To Litigation In Tobacco Politics" by Martha A. Derthick. I recommend that book instead of this one. They both tell pretty much the same story.

4 out of 5 stars Very well written and informative.......2007-01-08

This is a great book on many levels. It offers tremendous insight not only into the past misconduct of tobacco but also the legal framework -- be it plaintiffs' lawyers or AGs -- that sought to take big tobacco down (the legal history is particularly great). The insider's view of one of the foremost plaintiffs' lawyers in the country is particularly worthwhile: the author paints a very compelling figure who one does not know whether to worship or pity. Nevertheless, the book is probably 50-75 pages too long as it tends to drone on after the main events have already concluded. A postscript detailing the current state of tobacco regulation and litigation would also be worthwhile. That said, the book is definitely worth a read.

5 out of 5 stars Fascinating and compelling........2004-02-17

This is one of the best books on a legal subject that I've read in many years. Readers who are looking for a squeaky clean hero in Ron Motley miss the point - - or are too mentally numb to get it. Zegart is refreshingly open about the faults of Motley, his merry band of plaintiff's lawyers and the global settlement they hammered out with the industry. The book's brilliance lies in the way gadfly Cliff Douglas is used as a foil to highlight everything that's wrong with Motley's big lawsuit approach. And Zegart has made the tale of a bunch of lawyers going after the cigarette industry truly fun, filled it with unusual and memorable characters, both major and minor, and plenty of drama - - no mean feat. The book will stay with you long after you've finished it.

5 out of 5 stars Worthwhile read from a future visionary.......2002-08-13

I once had the opportunity to meet Dan Zegart. Ironically enough, he chain-smoked and let ashes fall over my carpet, my floor, my desk, and made little effort to use an ashtray. In person, Zegart is brilliant. His mind runs something like a pinball ricocheting off of surfaces at wild angles, racking up points and entertaining all who watch. After I met him, a professional musician friend told me he is also one of the best drummers they had ever heard. You get glimpses of a wild mind in this book -- a worthwhile read but hopefully just the first in what should be a body of great work. I am more interested in what Zegart writes or produces next. Here's a bold prediction -- Zegart could be a major voice in social analysis.

4 out of 5 stars Readers Will Profit According to Their Viewpoints.......2002-01-09

Readers will find this easy-to-read book more or less useful depending on the viewpoints and preparation they bring to it. I recommend it to everyone as a quick read that will fuel whatever side of the arguments the reader favors.

The author focuses on litigators who tried to hold tobacco companies responsible for some of the harms from which the companies [and governments] have profited. Many of those litigators were flush with money derived from suits over asbestos or other faulty products, so this book features the swashbuckling lawyering familiar from the plaintiffs' attorney in A CIVIL ACTION. If the reader stereotypes lawyers as greedy parasites, that reader will find ample examples in this book. On the other hand, readers open to the idea that little folks sometimes get something resembling justice through lawsuits or not at all may regard the trial lawyers as the last hope for many underdogs -- not perfect by any means, but better than no champions at all.

Some litigators were motivated by other values than money or in addition to money, so the reader whose mind has not been poisoned against all lawyers will find attorneys acting on principles or ideals.

Readers unaware of the secrets and misbehavior of the tobacco companies should probably read about those companies in greater detail elsewhere, but this book provides a deft summary of intimidation, perjury, junk science, public relations, and other corporate viciousness.

Readers who emphasize that Big Tobacco deals a legal drug that users are free to reject will find little sympathy for that view in this book, but they will find ample evidence of the misbehavior of critics of Big Tobacco.

Readers who believe that plaintiffs file frivolous suits to shake down moneyed defendants every day will learn just how hard it is to get any money from economic powers.

Readers who suspect that economic clout translates to legal and litigational prowess will find ways in which that is both true and false. Such readers will learn that black and white views do not adequately convey the complexity of economic powers.

It is true that one ends this book without a tidy ending to this ongoing struggle. Even that, however, is an important lesson about tobacco politics.

This book was made for beginner or potential consultants. It follows step-by-step guidelines that are easy to comprehend. It has an excellent chapter on writing consulting proposals and includes a sample proposal format. There is a helpful chapter on setting fees and how to legally minimize paying taxes. I found the chapter on "Essentials of a valid contract" to be very useful, along with the outline of a sample contract. This book is a wonderful learning tool for any new consultant and a great reference guide for those already immersed in the business.

If you have been dumped with the task of training people on presentation skills and have hardly a clue about how to do it yourself, then this is a manual for you.

It's not a book. It is the contents of the presentation in one section and student handouts in the other. There's little difference between the two sections. While superficial and dull, it'll get you through the dreaded day and may save your skin.

However, I feel that career trainers or experienced presenters looking to really help their audiences may find this publication disappointing.

If you are a serious beginner or a happen to be in the 2nd category of reader, get Gene Zelazny's book "Say it with Presentations" and take a flying start instead of plodding along with McGraw-Hill.

                  Book Description

Tracey McBride created the newsletter Frugal Times in 1993 and has since delighted thousands by elevating the skill of living frugally to an art form.  Now Tracey's commonsense techniques for making "every day a feast" and her wisdom on how to cultivate abundance are gathered in one volume.

Tracey shows us how to savor the intangible gifts we receive when we create a nurturing home, share luscious yet low-cost meals with family and friends, master our budgets, learn to combine style and thriftiness, and cultivate our dreams and imaginations without spending a cent.

Filled with ingenious, heartwarming, and practical advice, Frugal Luxuries helps us remember what is truly of value in our lives--our time, our loved ones, and our inner sense of prosperity.  Combining the spiritual nourishment of Simple Abundance with the practicality of The Tightwad Gazette, Frugal Luxuries is destined to become the classic on how to live every day with a sense of abundance, beauty, and luxury.

1 out of 5 stars Mediocre, at best.......2006-04-10

An entire chapter is devoted to fan letters about the author's newsletter - and the "advice" consists of inanities such as "If you subscribe to magazines you never read, don't renew them". Well, duh! Who needed a $19 book to learn that?????????????

Stick with The Tightwad Gazette trilogy ... Many, many practical suggestions. Although not everyone wants to live as thriftily as TG recommends, you can find many practical ideas there for your situation (whatever it is).

This book could have been wonderful. Instead, it was just useless garbage. I've collected quotes since I was a teenager, but, even I found the author's endless quotations a waste of paper.

This book was a big nothing!

5 out of 5 stars For those of us who are serious frugal Martha Stewart types.......2004-01-06

Of course the book is about her ideas and her life. Of course she has frugal Martha Stewart style ideas. Being involved in a voluntary simplicity community since the late 80's I have evolved from a Tightwad Gazette person to someone who wants class and frugality. Frugal to many people I encounter means cheap plain food or clothes and nothing fun or fancy. For me and many of my frugal minded friends it is about wanting quality as well as frugality. The Tightwad Gazette proved of little use to me since I like quality and classy clothes Martha Stewart style and not simply clothes that are simply cheap. Different strokes for different simple living folks.

1 out of 5 stars Frugal does not equate with unintelligent!!!.......2003-01-30

Under a subtitle of "Lingering Wisdom" on page 183...."You may also use a clean washing machine to spin dry salad fixings - simply place your lettuce and other vegetables into a dense mesh bag and set your machine on the spin cycle. A minute or so less should remove the excess moisture that causes fresh produce to wilt, thus allowing it to last longer."

There are some highly intelligent people out there who are choosing voluntary simplicty as a lifestyle for reasons of sustainability, ecological compatibility, and freedom of spirit. This author is definitely not one of them!

1 out of 5 stars Not buying this book would be the most frugal thing of all!.......2002-02-24

I bought this book 2 months ago and I am still kicking myself for spending the money. I found this book to be condescending, preachy and at times, down right irratating. I was looking for practical, sensible tips on how to live my life in a more frugal and environmentally friendly manner. All I got from this book was pie-in-the-sky, warm and fuzzy, painfully trite prose. It became increasingly obvious as I forced myself to plow through this book, page by sappy page, that McBride spent far too much time researching quotes as headers for her chapters. Had she spent anywhere near as much time writing about tried and true, honest to goodness money saving tips and techniques, this book would not be such a waste. To anyone considering this purchase, check it out of the library first to see if you like it, I sure wish I had.

3 out of 5 stars I wanted to love this book but..........2001-10-20

First off- Tracey is definitely creative and she has a good attitude. However, it is all about her life and very little about anything else; She only has a few pages of suggestions from the readers of her newsletters. Also, I have a little boy, so a lot of her suggestions just won't work for us. I wonder- she says so much about gifts and ideas for her two girls, where does her son fit in?

I get the impression that the author wants to be from the Manor Born and is just making do by finding out how to get more for less money. She still seems to spend an inordinate amount of her life focused on shopping. Also, there were no environmentally conscious tips or angles, something that is very important to me.

There were times when she'd mention making something (ex: a garden arbor out of closet poles) and then neglect to include how to make it, which is frustrating.

She's a SAHM, and seems to have a great deal of time to shop, plant, do housework and do crafty things and while I like many of her ideas, I'd never be able to find the time to do them, unless I ignore my family and spend all my time perusing yard sales and spray painting masking paper, using florist wire, raffia, dried rosebuds and herbs to create things to give away to other people to impress themn with how poor we aren't.

Get it from the library first to see if you like it and then I recommend buying it used instead of paying full price.

                    3 out of 5 stars Disappointing........2006-08-16

Although I'm a Connie Bruck fan, I came away from Master of the Game disappointed. Perhaps my expectations were too great from having wanted to read the book for a long time. It's a good book and has interesting points, but you walk away without a real feeling of who Steve Ross was and what made him tick.

5 out of 5 stars Gives a good understanding of Warner Communication.......2003-03-13

This book gives a good understanding of the history of Warner from Kinney to the creation of Time Warner. This is an excellent book to give an understanding of how a media empire is built.

                    4 out of 5 stars A very good book.......2003-02-15

Connie Bruck, along with Joe Nocera is probably American's best living business writer and this is another great work from her.

A good story about a man who starts off running his father in law's funeral palor and winds up the head of one the world's biggest companies.

Bruck spends a lot of time discussing the charm and the personality of Ross and admits that Ross is someone that she really likes. The book does not have the balance of her previous book, The Predators Ball, but does not Michael Milken as subject matter like that book did too.

I would definitely recommend owning a copy of this book.

                    Don McNay...

                    5 out of 5 stars Crazy & thrilling biography........2001-07-01

Anyone in media or entertainment has to read this book. It was, by far, the strangest story I read during two years of business school and it will help Time Warner employees understand how the company & culture was created. M&A people should also check this out since the merger of Time & Warner is the most interesting part of the book. Time was supposedly buying Warner Bros yet the Warner top brass ended up in charge.

2 out of 5 stars Fairly good business title........1999-04-08

This is a so-so book about the life of one businessman. It kept me interested but it was no "Father, Son & Company". It was great how it followed through from the funeral home days up to the biggest events in Mr Ross' life.
