There are more U.S. dollars under mattresses in Russia today than the total value of all ruble deposits in Russian banks. This fact highlights the failure of the Russian government to foster the establishment of real banks that would fulfill the fundamental role of banks everywherefinancing production by mobilizing household savings and lending them to productive enterprises. Fixing Russia's Banks documents how Russia's financial system is built on what Michael S. Bernstam and Alvin Rabushka call ersatz banks. These inferior imitation banks have served largely as tools of the government to redistribute public funds to favored firms. The highly vaunted achievements of privatization, removal of price controls, and foreign trade liberalization have failed to produce growth because of a lack of private financing. National income has declined nearly 40 percent since 1992, with no recovery in sight. Bernstam and Rabushka have painstakingly reconstructed the balance sheets of Russia's commerical banks to show that the banking system has been collectively insolvent since 1991. Russian banks have been kept afloat by injections of inflationary credit, by preferred sales of high-interest bonds, and by sales of shares in state-owned natural resource firms to the banks at bargain basement prices for final resale to foreigners. Failing to fix Russia's banks risks further economic stagnation or decline and financial catastrophe. Bernstram and Rabushka's bold intriguing, provocative proposalresting on an elaborate strategy of debt-for-equity swapswould fix the banks, reduce government debt, strengthen the independence of the Central Bank, and lay a solid foundation for sustained economic growth.

Useful but difficult.......2007-08-19
Overall, this is a very comprehensive book that covers almost all aspects of RBAC.
What strikes me the most when reading this book, is the rather academic and theoretical nature of its contents. For example, the diagrams and especially the formulas, which are used to illustrate things, are likely difficult to grasp for a non-expert and will probably not elucidate the discussions in an average RBAC project. Since RBAC affects many different people in the organization, from business to IT, the subject should be presented as straightforward and simple as possible.
The book starts with a, useful, overview of access control. The different types, such as DAC `Discretionary Access Control' and MAC `Mandatory Access Control', are explained and compared with RBAC.
In one of the subsequent chapters the authors discuss how RBAC can be combined with other access control mechanisms. But the theoretical nature of the book is exemplified at the end of one of the discussions when it is stated that `To date, systems supporting both MAC and RBAC have not been produced, but the approaches discussed in this chapter show that such a system is possible.'
One of the most important chapters in my view is the one that deals with SOD `Segregation (or Separation) Of Duties'. SOD is an effective means to combat fraud.
Also useful, however brief, is the chapter, in which the authors discuss how RBAC can be used in regulatory compliance.
Throughout the book a number of frameworks, techniques and mechanisms are described how to integrate RBAC in real life environments. In the last chapter four arbitrarly chosen provisioning products (here called enterprise security administration products) are discussed, most of which, however, only offer moderate support for role modeling and RBAC administration. The products that do offer such support in a much better way, such as those from Bridgestream, Eurikify, BHOLD and Vaau, are surprisingly enough not mentioned at all.
What also is missing is a comparison of job functions and RBAC roles. Many people ask themselves how these relate to or differ from each other.
The examples, which are used, are almost exclusively from financial and health care organizations. Examples from government organizations as well as from educational institutes and production environments would have been helpful as well, since these kinds of organizations have their own unique RBAC requirements.

I am a consultant and analyst of role base projects and this book lays out the foundations of RBAC model.
i would like to add:
There are few ways to start a role base project. It depends on factors as # of users, # of systems , # of security Admins , budget, auditors, company needs and more.
Usually, companies are trying to approach this project, using the current resources and do this project manually, without any external consultancy or experience, best practices and methodologies
By taking the manual approach, you can generate few roles, usually, the basic enterprise roles or departmental roles, but then , you will find that you need to generate many other roles, by analyzing many users, resources , access rights and working and interviewing with many business managers, a process that can take 24-48 months for an organization with 10k users.
I have been managing 10-15 RBAC projects and involved in about 50 others, in USA & Europe, and I can share with you the high level best practices.
Cleansing
1. Mapping the company systems, and business model.
2. Set the RBAC targets - # of roles, workflows etc
3. Import current access rights and perform a mini cleansing project - 3-4 weeks
4. Doing role engineering on very polluted data, will product roles, but vary dirty roles.
5. It is better to spend few weeks on cleansing till you feel that you managed to clean the major faulty access rights
6. Use smart AUDIT tools to analyze your current access rights model and advice you what access rights are suspected
7. Use compliance and policy check tools (Segregation of duty etc) to perform the cleansing
8. Use a workflow for Access-Rights Certification - (example Eurekify/Sage)
Role Engineering:
Use tools that can help you creating roles by analyzing your current access right. There are few tools in the market as Eurekify/Sage.
Run all the techniques that this tool provide and analyze the results.
Use a tool that has a built in workflow for Role Approval
Audit your roles and make sure that the roles are normalized
highly recommended to use automated solutions to audit your roles
Build compliance rules to validate the roles.

Ensure that you will be able to modify and alter the roles easily
build or use a solution that will help you to manage and maintain the roles
keep in mind that roles are dynamic and will change
Role certification / re -certification
Make sure that you have a workflow to certify / recertify roles
record and archive all the changes

RBAC Jack - Caveat Emptor!.......2006-06-03
I purchased the digital version of this book for which I totally regret. First, the book is bloated and really offers little more than can be viewed free on NIST's Website. Second, the Adobe DRM (Digital Rights Manager) reader won't let you make a backup copy and Amazon (i.e., their Indian Customer "Service" Reps anyway) don't understand either U.S. fair use Copyright laws or customer service. Thus not only wouldn't I buy this book...I won't ever buy another product from Amazon ever again.
To update, I although I cannot change my opinion of the book's content, Amazon did satisfactorily address my inability to make a backup copy of this e-book.
Most complete RBAC reference.......2004-07-11
The three authors are leaders in RBAC research and development, making this book one of the most authoritative and complete references to RBAC.
Chapters 1 through 3 give a solid foundation for understanding RBAC and how it evolved, starting with an introduction, an exhaustive survey of access control methods needed to fully understand the evolution, and a solid and detailed overview of RBAC itself.
In the subsequent chapters each aspect of RBAC is covered in depth. Topics include role hierarchies, separation of duty policies, administration, integrating RBAC into existing infrastructures, and migration to RBAC. In addition, there are chapters on related topics that give this book wide scope - "Using RBAC to Implement Military Policies" shows how to implement multi-level security models with RBAC. This information uses military policies, but the material is also of interest to any commercial organization seeking tightly integrated access controls and a high security posture. The chapter on the proposed NIST RBAC standard also covers key items of interest, including Common Criteria RBAC protection profiles and other conformance issues. There are also chapters on RBAC research and prototypes, and commercial products.
While this book is well written and uses illustrations to impart key concepts, you will need to be conversant with set theory in order to get the most from it, as well as understand RBAC itself. If you are a bit rusty I recommend refreshing your skills before diving into this book.

One reason workflow systems have been criticized as being inflexible is that they lack support for delegation. This paper shows how delegation can be introduced in a workflow system by extending the role-based access control (RBAC) model. The current RBAC model is a security mechanism to implement access control in organizations by allowing users to be assigned to roles and privileges to be associated with the roles. Thus, users can perform tasks based on the privileges possessed by their own role or roles they inherit by virtue of their organizational position. However, there is no easy way to handle delegations within this model. This paper tries to treat the issues surrounding delegation in workflow systems in a comprehensive way. We show how delegations can be incorporated into the RBAC model in a simple and straightforward manner. The new extended model is called RBAC with delegation in a workflow context (DW-RBAC). It allows for delegations to be specified from a user to another user, and later revoked when the delegation is no longer required. The implications of such specifications and their subsequent revocations are examined. Several formal definitions for assertion, acceptance, execution and revocation are provided, and proofs are given for the important properties of our delegation framework.

For situations where the need exists to consolidate multiple independent databases, and where the direct integration of the databases is neither practical nor desirable, the application of RBAC requires that policy be enforced via a method that is distinct from the databases. The method must provide for the verification of the RBAC policy, while allowing for the independence of the various databases on which the policy is enforced. This paper proposes a model for an application that provides for a web-based interface for users to be granted access to data held in various independent databases. The application enforces a strict RBAC policy on a well- defined set of accesses, while alleviating the need for users to have a separate account on each of the databases.

Role-based access control (RBAC) has been widely accepted within computer security communities over the last decade. The primary goal of this dissertation work is to provide an integrated mechanism for facilitating role-based authorization in open and distributed environments. For the purpose, we first propose a role-based access control model for trust management called TRUST
r. TRUST
r introduces a new component called trust assignment (TA) to traditional RBAC models, thereby associating roles in a local domain with roles from trusted domains. Central to understand TA is that capability delegation across domains can be expressed on the basis of roles associated by TA. After discussing how roles can be
used for access control in open and distributed environments by presenting a trust-enabled RBAC model, we further investigate two important issues relevant to the usage of roles: how valid roles can be
defined and how defined roles can be
managed systematically for access control. Role engineering (RE) is an approach to defining roles and assigning permissions to roles, whereby an organizational access control policy can be formulated on roles. We present an RE framework called SIREN for enabling process-driven role definition. The core of our framework is that informational characteristics and flows in the process of RE are analyzed, and then, system-centric information is modeled for the purpose of providing both a method of analysis and a method of communication between two authority boundaries identified in the process of RE. Unified Modeling Language (UML) extension mechanisms are exploited for modeling the information. A case study of using the information model is described to demonstrate its feasibility. Role administration (RA) is an approach to managing defined roles. We propose three methodological constituents that enable systematic role management. We also describe a role administration system called RolePartner, which is built on the top of those methodological constituents. RolePartner leverages a directory service for storing role-based authorization policies. We demonstrate that the system can be seamlessly integrated into an existing privilege-based authorization infrastructure based on trust management. (Abstract shortened by UMI.)

For the reviewers who feel this book doesn't go into enough depth for travel jobs you have missed the point and unfortunately your career(s) will suffer from this. The book talks about travel jobs and gives websites etc. But more importantly it will help open your eyes to approaching your job search from the standpoint of doing what 'you' want to do - not what an employer puts down in a 3 sentence job description. This book is actually one of the best 'career guides' I have seen. Do yourself a favor and read between the lines here.

I waited a long time for this book - it was on back-order. And while it gave some good information about jobs I already knew existed, it didn't really give me any ideas for jobs I hadn't already considered.
So, if you want a traditional job involving travel, or to work in the travel industry, buy this book for more details and contact information. Don't buy it if, like me, you're looking for new ideas on how to make a living on the road.

If you are thinking about bankruptcy, are owed money by someone who has filed for bankruptcy (or who might file for bankruptcy) or if you have filed for bankruptcy -- you should buy it. You won't regret it.

This review is very simple. If you're looking at this page, BUY THIS BOOK!!! I am a steel historian and I've had this book for about 7 years. I refer to it at least 2-3 times per month. Even if you're just curious about Carnegie, Frick, Schwab or the other personalities, this is the book for you. If you're interested in the business building aspects, this is the book for you. If you're interested in history at all, buy this book. Without a doubt this is the best book on the Carnegie Steel Company. If you read any book about the steel industry, make sure this is the one.
