From building trust and confidence in one's leadership; to handling problem employees efficiently; and checking up on one's own performance, Be The Boss Your Employees Deserve is a practical, useful, "reader friendly" and strongly recommended guide to supervisory management success.

          5 out of 5 stars A Role Model Worthy of Emulation.......2002-06-05

          Now that Lloyd has written this book, I hope he will consider writing a book in which he explains "how to be the employee your boss deserves." He writes with uncommon clarity and assuredly has much of value to say about that subject as well. Especially today, everyone involved in a given organization must embrace change, build respect and trust, create and then sustain a "winning atmosphere," prepare for tomorrow, and maximize everyone's potential. In my review of Serven's The End of Office Politics as Usual, I observed that it is no coincidence that the companies which are most highly admired, which generate the greatest number of applicants from among those who work for their competitors, are also the most profitable. One of several reasons is that companies which are both admirable and prosperous have zero-tolerance of what is generally referred to as "office politics." Presumably Lloyd agrees that employees not only need but deserve a supervisor (I personally dislike the term "boss") who simply will not tolerate inappropriate behavior by anyone. Period.

          The information and suggestions which Lloyd provides in this book are obviously based on an abundance of real-world experience. He carefully organizes his excellent material within five Sections:

          Building the Foundation

          Key Concepts and Practices

          Everyday Roles and Responsibilities

          It's the People

          Passing the Tests

          Much of my time is involved with the accelerated development of what are sometimes referred to as "fast track" executives. (I refer to them as "tigers" and "tigresses.") Also, I continue to be retained to work with CEOs and their management teams. I presume to include this personal information to make a point: Even decision-makers at the highest organizational levels need frequent reminders of management principles which they may perhaps view as "basic," "obvious," or "simplistic." They need to re-read Lloyd's book at least every 90 days. (NOTE: In the final chapter, Lloyd provides a lengthy series of "Self-Assessment Questions." In the strongest terms possible, I urge supervisors at all organizational levels to answer each of these questions with total frankness and then review their answers on a regular basis.) My own experience supports all of Lloyd's key points. What he does not state but implies throughout his book is that the most effective male supervisors are gentlemen; the most effective female supervisors are ladies. For whatever reasons, civility is among the most important yet least discussed qualities of great leadership.

          Think about it. Over the years, which relatives, neighbors, teachers, coaches, clergy, "bosses," and others with whom you have been associated do you now respect most? My guess (only a guess) is that they were those who believed in you and in the potentiality of your abilities, set high standards, then held you fully accountable to those standards, who had what Hemingway once described as a "built-in shock-proof crap detector," cheered you on, provided crisp but fair discipline when you needed it, and -- in all other respects -- did everything possible to nourish your personal growth.

          Now there is a role model worthy of emulation!

            I wrote the introduction to this history/memoir and I'd like to make one "correction." As a unionist and leftist, I wanted make clear the organic role played by the American Communist Party and by such stirling Communists as Wyndam Mortimer in the very early days of the CIO and the UAW. But Henry Kraus was clearly ambivalent about such relevations, even 60 and 70 years after. So in the text, such political candor is muted, and even in the introduction, I acquiesced to the author and dropped a reference to Wyndam Mortimer, who was Kraus' mentor, as a "pioneer Communist." I felt conflicted at the time, and this historiographic thorn has never ceased to irritate, so this note corrects part of the record. I should add, that the book is otherwise excellent and offers a real feel for the internal UAW politics of the 1930s.

Global public policy -- not world government, but a mixed approach to global management in which states, corporations, NGOs, regional and international organizations, and coalitions cooperate -- provides an alternative and promising framework.

                Using four case studies -- global banking, money laundering, dual-use export controls, and trade in chemical precursors -- the book develops the concept of global public policy and shows how its principles have the potential to improve the capacities of policymakers to deal with the challenges of the 21st century.

                Unlike most recent analyses of the world economy, this one is not crisis-driven. Well before U.S. Treasury Secretary Robert Rubin and other top policy-makers began to see an urgent need for a "new architecture" for global finance, Wolfgang Reinicke, an economist and political scientist, was busy at Brookings Institution devising a model with a much broader scope--an "architecture" adapted to globalization as a whole.

                In "Global Public Policy, " Reinicke, now a senior economist in the corporate strategy group at the World Bank, seeks to come to grips with the "sweeping, radical transformation" of a large part of the international economy from interdependence to globalization. He differentiates carefully between the two. The growth of international commerce by leaps and bounds starting in the 1960s was an intensification of a long-term quantitative trend of economic interdependence, but the mid-1980s saw the beginning of qualitative development-- globalization. It is marked not only by an explosive growth in trade and investment but also, more importantly, by a vast expansion of corporate business and structures across national boundaries. "Globalization," he writes, "is for the most part a corporate-level phenomenon." One indicator: in 1994 about 40% of total U.S. trade was intra-firm trade across borders (and it's now around 50%).

                Unlike those who denounce globalization and the corporate expansion that energizes it, Reinicke sees globalization as a natural outcome of unsurpassed technological innovation, the widespread deregulation of domestic economies, and the liberalization of cross-border economic activities. For him, the only issue is how to adjust to this reality. The institutions and principles that have governed the international economy since the end of World War II are unable to do so, he argues, since they were devised for economic interdependence, not for globalization.

                Contrary to those who hold that the world economy is basically self-regulating, Reinicke sees it as requiring a measure of "global governance." By that he doesn't mean global government, which he rejects as utopian and undesirable. Instead, he advocates a global system of "public-private partnerships" in which non-state actors share some responsibility with governments for writing, implementing, and enforcing the international rules and standards necessary for making globalization function without major disruptions.

                For those who, like Economist Dani Rodrik, think such a development is impossible, Reinicke points out that such governance is already haltingly and imperfectly underway. He illustrates that trend by providing case studies in three areas--banking and finance, the control of money-laundering, and the management of trade in dual-use (military and commercial) technology.

                The persuasiveness of Reinicke's case partly depends on grasping some important concepts that are not part of popular discourse, like the difference between a nation's "internal" and "external" sovereignty. So "Global Public Policy" is not an easy read, but it's worth the effort if you want to make sense out of the global economic crisis and the prescriptions to cure it. --Robert A.
