    Book Description

    In this book, Nicolas Van de Walle identifies 26 countries that are extremely poor and grew little if at all in the 1990s. His sample excludes North Korea and countries where civil war explains some of their failure to grow (Afghanistan, Sierra Leone, Sudan, Tajikistan and others). The 26 countries have limited infrastructure and human capital and the small size of their markets deter private savings and investment. Aid was meant to help overcome these problems, and these countries received a lot. Yet they have failed to grow. What is wrong? Is foreign aid a solution or part of the problem? What changes might make aid more effective? Given these countries require the financial and technical resources of the West, why haven't aid programs made a difference?

    Van de Walle blames their economic failure mostly on the venality and incompetence of their political leadership. He analyzes the contradictions and tensions faced by the aid community in poorly run countries, providing a sobering analysis of the perverse effects of aid where the politics is all wrong. Too often, resources provided by foreign aid keep the wrong government in office, and undermine adoption of economic as well as political reforms. Bad government combined with aid, in short, hurts poor countries - and particularly the poorest people in those countries. Despite good intentions, little progress has been made in implementing announced "reforms" of the aid business itself. A constituency for reform is lacking, in the donor countries and in the recipient countries, where those in power benefit from the status quo.

                          At a time when there are still a number of voices calling for the Internet to remain a law-free zone, a whole bundle of conflicts have already emerged, many of which have found their way to lawyers and the courts in a substantial number of different jurisdictions. It surely now cannot be doubted that the Internet, like any other place in the world where people come together and follow their own interests, needs rules to be developed for the handling of such conflicts. Lawyers have already reacted and have created a new area of law -- commonly called "law of the internet" or "cyberlaw". This area, however, is still far from being strictly defined. It touches on many existing areas of law, but at the same time it deals with a wholly new medium -- cybespace -- which itself is subject to constant change and development. Under these circumstances, it is not surprising that in a number of cases the predictions as to how this law will look at some selected moment in the future are vague and uncertain. This is particularly true for the commercial side of the Internet, for which the term "E-Commerce" has been coined. So rapid have been the developments of E-Commerce, that it is now frequently said that this is the future of any commerce and that it carries the potential for enormous growth -- at least for the business to business ("B2B") sector.

                              This book was my savior during my job search as I was preparing to graduate from college. Every book I looked at for help on resumes was designed for someone who already had professional work experience. This book shows you how to take your part time college jobs and recreational experiences and turn it into intensely desirable stuff. It shows examples of resumes by college major, with infinite examples and explanations. It was so successful for me, in fact, that I now buy it as a present for all my friends when they graduate and head into the work force.

                                Although I have been living and working in France for several years, I recently read this book and it has become a key for me to decode some of the secrets of working with the French.

                                I encourage anyone planning to live and work in France to read this book. It's easy to read format, historical perpective and cultural explanations have helped me to better understand the French way of work and life.

                                I really enjoyed this book. Having just come back from living in France for 2 years, I wish I had read it before I left. What impressed me is that the info given is both accurate and very up-to-date.

                                The book begins with a chapter called "The French Way" which basically introduces who the French are and gives humorous and insightful quotes about them. The book covers a wide range of topics including info on the French school system, healthcare in France, social legislation, "Bonjour" in daily life, and the essential things you need to know if you are planning to live and/or work in France. Although Brame is very much on target with her descriptions of France and the French, she never really explains why they are the way they are. If you are interested in the "why" you might want to read 'French or Foe' by Polly Platt or 'The French' by Theodore Zeldin.

                                This is a great book for a person moving to France who was not a French major in college. If you speak French, read the French version of 'Chez vous' because the translation lacks just a bit. A curious tourist who truly wants to understand France would truly benefit from this handy reference.

The book does not promise any answers, but rather concludes this short journey into the recent past with a number of provoking ideas about the future of hi-tech.

                                If you are looking for a real history of Microsoft or the rising of Silicon Valley (this was my case), then this is not the book you are looking for. Instead, this book contains some articles of Ted Lewis (written between 1993-1998) that shows the evolution of the hi-tech industry.

                                Each article looks beyond the possibilities (in the time it was written) and the possible effects (let's say predictions) that in most of the cases were right and leaded to the actual present we are living. It was a very interesting reading although it was not the kind of tales that I was looking for.
