Using applied general equilibrium methods to analyze recent debates about the conduct of U.S. foreign trade policy, de Melo and Tarr show that in terms of costs to the economy and to consumers, nontariff barriers in textiles, automobiles, and steel have more than reversed the benefits of cumulative tariff liberalization achieved in successive postwar GATT rounds.
The authors' model is the first large-scale computer simulation of the effects of changes in U.S. import quotas. It begins with perfect competition, proceeds to imperfect factor markets, and then introduces increasing returns to scale and imperfect product markets. The basic model and its variants are carefully explained to show how valuable and sensible a tool the model is for analyzing trade policy and to facilitate understanding of the construction of a general equilibrium model. Tables and figures are used extensively to illustrate the principles involved.
A detailed introduction takes up trade policy issues, argues for the superiority of a general equilibrium approach over the more traditional partial equilibrium approach, and surveys previous studies of the cost of protection. The chapters that follow describe the basic general equilibrium model and its extentions and application to specific policies and industries. The authors summarize their results by explaining the costs per job protected by quotas, the estimated costs of all quantitative restrictions, and the computation of tariffs with a welfare cost equivalent to that of quotas.
Jaime de Melo is Professor at the University of Geneva and Senior Economist at the World Bank. David Tarr is a Senior Economist at The World Bank.

I wish this book had been written 10 years ago! Not before I started my business; but after it was up and running and I knew it had possibilities for growth. It would have saved me a lot of time as I floundered around trying to learn about financing ventures. What seems so simple to answer now (Should I look for debt or equity financing?) took ages because my knowledge base was at Square One.
I read "Hurdles" because it addresses my current passion-helping women entrepreneurs who want to grow their businesses. But the book delivers so much more. It is, in fact, a compendium on both entrepreneurship and entrepreneurial financing. In order to explain their premises, the authors lay out solid information and data about entrepreneurs and entrepreneurship-males and females.
Because five researchers with strong academic credentials wrote it, I prepared myself for heavy reading. I was pleasantly surprised to find an eminently readable text. This book will be accessible to every entrepreneur trying to understand the money equation and growth strategies.
But I really think this book should be required reading for everyone who teaches in business school. In my own search for knowledge and skills to grow my business, I got my MBA. I am sad to say that none of my instructors understood entrepreneurship. Some knew they didn't know; most thought new ventures are smaller versions of large corporations. While this book would not be a substitute for a deeper understanding, it certainly would introduce them to the real differences.

If having knowledge about a situation better prepares you to be successful in that encounter, then Clearing the Hurdles is a must-read for women entrepreneurs eager to grow their businesses. Knowing what lies ahead, including the stereotypical beliefs that many in the venture capital industry hold about women, is a giant step in our knowledge base about why women continue to lag behind men in creating and sustaining high-growth businesses.
Broadly speaking, the hurdles to be faced can be clustered under the umbrella of capitals - human, social, and financial. The authors identify seven specific, major hurdles which speak to the entrepreneur's desire, education, training, management and financial knowledge and skills, strategic orientation, social and funding networks and financial resources. By reflecting upon her assets as well as understanding her areas for improvement, the woman entrepreneur will be better able to counter these hurdles as they come up in capitalizing and growing the business.
Clearing the Hurdles is not a passive book, however. In addition to mapping the terrain and identifying the hurdles, the authors provide illustrative vignettes that bring realism to the issues that are often missing from research-based academic work. And, the authors don't stop there; they provide workable strategies to help women entrepreneurs think through the issue and get over the hurdle.
As a gender scholar, I was particularly interested in whether and how the book would address gender bias. While the authors do not espouse a specific gender theory to guide their explanations of why women continue to face these specific hurdles, they suggest a number of possible gender theories, including social psychological, social construction, sociobiology, and social networks. By using these illustrative theories, the authors are able to debunk some of the myths concerning women and their associated capitals.
Clearing the Hurdles has value not only for women entrepreneurs, but for angels and venture capitalists that could benefit from seeing themselves through the eyes of their clients. By acknowledging their beliefs and understanding that they are instrumental in setting the bar heights, they will see more deals and create diversity in their portfolios that benefits all.

Ideal book to understanding the Internet and IP networks.......2003-06-11
What is the Internet? How does it work? Why is it so important? These questions can be very confusing to someone without a computer science or IT background. After reading this Networks module, I feel I finally have a very good understanding of the power of the IP networks. I highly recommend this module to anyone with an iota of curiosity about the Internet.
Although it's not breezy reading, even as a business school student I had little trouble with the technical explanations. Dr. Umar uses real-world examples. In fact, the information is so practical that now I know the actual meaning behind terms such as Ethernet, LAN's, WAN's, MAN's, NIC, RJ45, cable modems, DSL, T1, T3, optical fiber, ATM Frame relay, etc. The module also covers Voice Over IP and the inevitable convergence of voice and data - no wonder phone companies are running scared. In addition, wireless technologies, cellular phones and 3G are also addressed.
I was mostly interested in distributed networks but the module also covered IBM's SNA and token ring networks reflecting Dr. Umar's experience with Big Blue's "big iron" mainframes. Nonetheless, it was still valuable information.

A Great Discussion of eBusiness Applications.......2003-06-29
This is a well written and very practical treatment of e-business applications. The key concepts are defined clearly and the main ideas are well illustrated through numerous diagrams, tables, and examples. The chapters are long but carry the discussion logically -- the author highlights the important points and breaks up the discussion with review questions that I found quite refreshing. The topics and tone of discussion is for practitioners but is quite suitable for independent learning or classroom teaching (the material is based on courses taught by the author.
I like the layout. First few chapters give a very clear discussion of e-business strategies and link them to real-time enterprises, eMarkets, ERPs, CRMs, ASPs, eProcurement, supply chains, portals, mobile applications, data warehouses, data mining, and all other good names we hear about. The material in first 2 chapters is compact and in my view contains more useful information than some of the books on e-business. To complete the discussion, the author devotes an excellent and practical chapter to a step-by-step planning methodology that puts all the pieces together. This is followed by a very good and quick overview chapter on IT infrastructure and its role in converting e-business strategies into reality. The concluding chapter covers state of the art, market, and practice in EB apps. Very nice.
I have read Umar's past books and am impressed by his depth and breadth of knowledge. This module and the other modules of this handbook demonstrate that he has mastered the art of presenting complex and confusing issues clearly and completely.
The price is surprisingly low for the value.

Extremely useful reading.......2003-08-03
I just read this booklet and found it to be very beneficial. The author has a very straightforward style of presenting the essential concepts without wasting the reader's time. The first chapter of this 5 chapter booklet gives an incredibly well rounded discussion of ebusiness management in terms of the typical planning, organizating, staffing, monitoring and control activities. My favourite is the second chapter that gives a really good coverage of "management platforms" that support the FCAPS (fault, capacity, accounting, performance and security) in modern environments. Although I have been in the industry for almost 20 years and had heard of Netview, Tivoli, Opeenview and other such things, I never quite understood what are all these things and what do they have to do with management. This chapter alone is worth the cost (only $18) of this booklet. The next 2 chapters on security are equally good. They cover security management and organizational issues, discuss the core security technologies, and then show how this fits in to secure all the IT assets -- starting from network links to corporate databases and web transactions. The security design procedure with attack trees is just wwonderful. The final chapter gives a good scan of state of the practice, market, and art. Beautifully done!

An amazing book rooted in a sound rhetorical approach.......2004-10-17
I am using Grant Seeking in an Electronic Age in a graduate writing course for education leaders. I have reviewed a lot of proposal writing books for this class and chose this one because it takes a strategic approach and is based on sound rhetorical principles. The book is logically structured around the process of managing change, which proposal writing is largely about. Not only does it spell out how to identify needs, propose solutions, and find funding for those solutions, but the book also introduces the rhetorical principles that underlie the various communication tasks involved in proposal writing. Each step in the proposal writing process is illustrated with annotated examples that explain why certain rhetorical strategies were effective in a particular case and how they were used.
The authors also have an excellent track record of winning millions of dollars in grants, which adds credibility to their rhetorical approach.
In addition to making an excellent textbook in a proposal writing course, the book is also an indispensable resource for individuals and nonprofits interested in writing proposals to obtain funding.

I read this book when the 2nd edition was published in 1995 and helped me make a significant improvement in my report writing skills. Its not a very long book so I was able to learn the keys skills quickly which enabled me to apply them quickly. I recommend the book to Engineers in my office who need to improve their technical writing skills. I'm glad its still available because we need more copies for my office.

Plenty of Breadth; No Depth.......2002-12-05
This author of this book is the perfect example of someone who is a "jack of all trades...master of none." What do I mean? One only has to look at the table of contents to begin to understand how any individual could possibly offer much authoritative info on everything from "Saving on Clothes Purchases" (men, you're out of luck, this chapeter primarily references women's clothing) to "Savvy Personal Investments" (all 4 pages). At best, this book offers a combination of basic common sense advice that the average adult probably already knows, and a large breadth of categories that may--or in may case may not--hit home. Apparently Prentis Hall published this manuscript on the merits of the author's credentials alone, rather than on it's quality.
